RHEA is currently recruiting a Procurement Engineer to support the Data Processing Systems Facilities at our clients premises in Darmstadt, Germany. Tasks and Activities Your primary tasks and activities may include Production of Invitation to Tender datapackage and evaluation of bidders technical and management proposals. Management of several industrial contracts including their planning and coordination of implementation in coordination with the Contract Division Planning of the Data Processing System activities in line with the overall Ground Segment activities Risk management process, including identification of risk items, definition of mitigation actions and follow up of actions Processing and evaluation of baseline evolutions, including maintenance of the Facility requirements Interactions with the Sentinel4 procurement team for the integration of the Sentinel4 components into the MTG ground segment Major facility reviews, including PDR, CDR, PAR and FAR Generation and management of test datasets and its provision to facility suppliers. Preparation and execution of the Integration, Verification and Validation of the Ground Segment for the Data Processing System Support and participate to facility testing campaigns. Support facility handover to GS integration team and or operations and support the postdelivery activities in particular during the operational validation and later on during the commissioning activities Skills and Experience You must possess the following skills and experience University degree or equivalent in a relevant discipline At least five years of experience performing relevant tasks. Management of industrial contracts, preferably for development of Payload Data Processing Systems. Technical, management and contractual negotiations with suppliers andor subcontractors. Leading small engineering andor procurement teams Full ground segment lifecycle support, preferably acquired through participation to large software development projects Working in a formal environment, following methodologies, standards and processes, preferably following ECSS standards The following experience would be highly desirable. Experience in Meteorological andor Earth Observationremote sensing, near real time, highly available, instrument related data processing systems Experience in the field of Payload Data Processing Systems specification, design, implementation, integration and test System architectural design with the support of modelling and design tools e.g. Enterprise Architect Definition, management and traceability of requirements with the support of dedicated tools e.g. DOORS Experience in Meteorological data formats NetCdf, HDF, BUFR, GRIB Strong interpersonal and communications skills, and strengths in analysis, synthesis and presentation of complex problems and solutions How to Apply Looking to take your career to the next level? TASKS The activities will cover Operation Preparation definition and coordination tasks focusing System Operation aspects. The tasks and responsibilities of the key person will typically include the following Support SSST Simulator procurement and development team by providing Operation expertise over the project life cycle and during reviews. Support FOM developments with SSST and industry via SSST , via for example dedicated workshops. Contribute to Joint Operation Plan JORP and Operation Interface Control Documents OICD. Support definition of anomaly processing workflow with SSST and follow it. Define and put into place EUMETSAT MetOpSG simulator and simulations campaigns Anomaly Reporting and NCR processing Support to SSST for Simulator factory acceptance testing and integration to MCS. Manage SIM scenarios, and support Ops Prep Simulations and SSVT validation. Define the nominal and contingency satellite simulator scenarios to ensure proper training of the teams involved in EUMETSAT simulation campaigns and SIOV routine operations rehearsals. Provide support to Spacecraft Ops Engineers in anomaly investigation phases and recovery procedures testing Simulation versus Satellite expertise. Ensure team training on Simulator usage. Plan, schedule, prepare and conduct the Rehearsal Sessions, including involvement of external support team, as required. Coordinate with Training Officer to assess Operational readiness of operation teams Ensure proper training of Simulator deputy within routine operation team. Focal point in the OPIT Team for coordination and interactions with SSST and external partners via SSST . Maintain Simulator operation guide and associated technical documentations PROFILE Technical skills In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have a demonstrated experience of at least five years in the field of spacecraft simulation engineering with specific experience as follows Experience in the full cycle of development of application software for satellite simulators, following formal software engineering processes. This includes system requirement analysis, software requirement engineering, software design and implementation reflecting maintenance activities as well as new applications definition. Experience in the definition and design of SMP2 compliant software models of spacecraft service platform subsystems DHS, AOCS, Thermal, Electrical,.... Knowledge and understanding with working experience of space related standards ECSS and CCSDS with specific reference to ECSSE7041A TM and TC packet utilization. Have demonstrated experience of working in a multipartner programme Experienced in supporting specific operation preparation phases such as SSVT, validation campaigns or rehearsals for routine operations or LEOP. Capability to lead simulation campaigns and assess teams readiness prior launch. Knowledge of Operation life cycle and Operation Preparation tools such as procedure editor and databases management tools. Furthermore, it would be an advantage for the Key person to have experience with some or all of the following Good knowledge of working methods and corporate culture of EUMETSAT partners and other agencies such as ESA, ESOC, DLR, CNES and space industry. Experience with software support to operations and in particular to TMTC database and OBSW images import. Experience on TMTC front ends like CORTEX. Possess excellent skills in managing interactions in a multipartnership model. Experience in modular simulator framework components and standards modular satellite simulators, Ground Models, Generic Models, REFAInorbit System operations of Low Earth Orbit Earth Observation satellites. OBSW maintenance expertise obtained in the development or operations of Low Earth Orbit. Spacecraft Operations Engineering obtained on an inorbit satellite or in an operations preparation environment Critical Operational phases such as LEOP, SIOV, and Commissioning phases. Familiarity with procedure development toolset. Familiarity with system change control and configuration management procedures. Soft skills The key person shall posses the following soft skills Possess excellent verbal and written communications skills and be confident to deal with a wide variety of people. Work in teams and good interpersonal skills to coordinate with team leaders and key stakeholders as well as in cooperation with industry and partner agencies. Work proactively with capability to lead a small team, with the minimum of supervision. Perform effectively under high workloads and be able to adapt to a rapidlychanging timecritical environment. Conducting activities in an orderly and disciplined manner, working calmly and correctly under stress. Able to commit to the plan and deliver the expected results on time or to report proactively if any deviations are foreseen Fluency in English the working language at EUMETSAT is English..
