Reuters: The mayor of Paris called for diesel cars to be banned from the French capital by 2020 and said pedestrian-only neighborhoods should be created in the city center as part of a plan to fight pollution. Anne Hidalgo told the Journal de Dimanche in an interview published on Sunday that her anti-pollution plan would be discussed at a city council meeting on December 9. The California Public Utilities Commission has issued a preliminary decision denying a request from several counties and municipalities - including the county of Marin, Fairfax and Ross - to allow local governments or multi-unit buildings to opt out of smart meter installation by Pacific Gas and Electric and other state utilities. "I know for a lot of residents in Fairfax the decision does not resolve the issues that we raised," Fairfax Councilman Larry Bragman said, briefing fellow council members on the decision Wednesday night.
