Report finds 'organizational failure' plagues MBTA service

Gov. Charlie Baker called Wednesday for a financial control board to oversee the Boston-area transit system following release of a scathing report that said the Massachusetts Bay Transportation Authority was in severe financial distress, with ineffective management and no viable maintenance plan for vehicles and equipment. "There is a pervasive organizational failure at the MBTA," said Katie Lapp, the former head of New York's Metropolitan Transportation Authority and co-chairwoman of the panel Baker commissioned after record-setting winter storms crippled the MBTA and left many commuters stranded.

T General Manager Beverly Scott on Wednesday afternoon submitted her resignation to the Massachusetts Department of Transportation Board of Directors. Her resignation is effective April 11. She previously held senior positions at the New York Metropolitan Transportation Authority, the New Jersey Transit Corporation, the Washington Metropolitan Transportation Authority and the Dallas Area Rapid Transit.
