JOB DESCRIPTION Responsibilities Duties Tasks The consultant shall support the activities of ground segment developments in the areas of Ground Stations, RF and Telecommunications. In doing this, the consultant shall support Engineering activities of Phase B of future ground segments in the areas of Ground Stations, RF and Telecommunications The follow up of the detailed design and development activities of Phase CD of the future ground segments in the areas of Ground Stations, RF and Telecommunications The maintenance and evolution in phase E to the other programmes within EUMETSAT MSG, MTG, EPS, Jason2, ,.. in the areas of Telecommunications, RF and Ground Stations, Participation in the daytoday activities of the STC Lab managed within EUMETSAT small Telecommunications and RF laboratory supporting system simulations and analysis as well as small applications developments based mainly on MathLab and Labview e.g. tailored Remote Spectrum Analyser MMIs. The consultant will be a member of a multidisciplinary system engineering team and will report directly to the SEP Ground Stations Engineering Team Leader, however when working in a given programme, the consultant shall report also within the established programme structure. In the performance of these tasks, the consultant shall apply the relevant organisational and programmatic quality management procedures as well as the relevant ground stations system engineering standards. Qualifications The Consultant shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks with a minimum of supervision. Required knowledge Heshe shall have, as a prerequisite, a demonstrated experience in a similar function for at least 5 years. This experience shall include in particular Ground stations system and subsystem design and development for TTC, mission specific andor satellite communications ground stations TTC baseband equipment and SLE compliant implementations Technical background in the specification and VV of ground stations and large antennas and tracking systems for LEO and GEO satellites ACU and receivers inclusive Knowledge of modulationdemodulation schemes applied by Ground to Space ICD for TTC and payload data transmission e.g. ECSS and CCSDS Standards. In addition, the knowledge and experience of the following processesareas is considered as an asset Design and requirements engineering of large and complex Earth Observation related ground stations e.g. MSG PGS or EPS CDAs Usage of High Data Rate Demodulators System experience with Link budget analysis and tools in S, X and Ka Band. Standard RF and microwave tools and SW package for generation of signal processing related simulations andor semiautomated measurement procedures for complementing the capabilities of the STC Lab. The Consultant shall be in possession of sound management and interpersonal skills to conduct the responsibilities described above autonomously and with a minimum level of supervision, exhibiting good oral and written communications skills, analytical capabilities, and motivation. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the consultant must be able to work effectively in this language and have knowledge of the other. TASKS The MTG Ground Segment System Engineer is sought to support ground segmentrelated activities for the phase CD of the MTG programme. General support to ground segment detailed definition, production and qualification phases Management of the requirements baseline, including for changes, deviations and waivers and evaluation of impact on element baselines Ensuring availability of long lead items, particularly those needed for verification such as ensuring availability of procuring test data and tools Completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, RAMS, FMECA, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering. Preparation and follow up of external studies Evaluation of results of studies internal or external and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Review of all externally procured elements designs Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to finalisation and subsequent maintenance of the ground segment system level design Support to element level activities Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning Participation in reviews and meetings at system, ground segment system and element level Support to the preparation and maintenance of schedule, resource allocations and Work Breakdown Structures for system engineering activities. In the performance of these tasks, the MTG Ground Segment System Engineer shall comply with the applicable rules of the clients Directory of Instructions DI and the clients Management System EMS, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available at start of the duties. The tasks to be assigned to the MTG Ground Segment System Engineer will be agreed through dedicated workpackages with clear identification of activities and outputs expected.
