Copernicus Sentinel3 System Operations Engineer Flight Operations Segment FOS

The key person shall provide support to the development and operation of the Copernicus Sentinel3 Ground Segment, as well as its evolution. Main duties will include the support to System operations in a realtime operations environment Manual and Automated system and satellite operations including planning and scheduling. Flight operations segment monitoring and reporting Communications systems operations Security operations Ensuring Business Continuity System Evolutions. SheHe will be responsible for the definition andor maintenance of the routine operations procedures pertaining to system operations and the interfaces of the key systems within the Sentinel3 ground segment, in accordance with the established EUMETSAT Operations Department configuration management and quality assurance practices. The Key person will acquire and maintain a Systemwide view of the Sentinel3 ground segment. In particular, shehe will maintain operational expertise on all aspects of the FOS. The key person will review any planned changes to the system configurations for the Sentinel3 ground segment, and support the investigation of anomalies encountered through the routine system and ground segment operations. SheHe will provide support to the development and operations preparation for recurrent Sentinel3 satellites. HeShe will interface with project teams on the implementation of system upgrades to support major operations projects, including System MidTerm Evolution Plan, recurrent satellites, and any System hardware and operating system obsolescence upgrade. The key person will perform the following routine operations tasks Definition and maintenance of system operations procedures, including System and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison and coordination with the ground segment facility operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes, etc. Production and maintenance of operations documentation Joint Operations Rules and Procedures, Operations Interface Control Documents etc. Interface and coordination with the systems maintenance teams and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes Provision of support to operational ground segment analyses Provision of standbyoncall support as system operations engineer, on an as needed basis. This will be coordinated through the normal oncall process Provision of support, as required, to critical operations Processing and coordination of system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in technical meetings, formal reviews, and scheduling and planning meetings Processing and coordination of system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards Support to, and participation in, the functional verification and operational validation of system upgrades and evolutions, both standalone and in the context of an overall ground segment Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations Team. PROFILE In addition to having a University degree or equivalent in a relevant discipline, the key person shall have at least 5 years of experience of spacecraft and related ground segment operations, in particular Experience of Ground Segment System Operations to support Low Earth Orbit LEO, 3Axis Stabilised Spacecraft during operation preparation, LEOP, commissioning and routine operations phases Development and maintenance of complex operational ground systems, preferably for Earth Observation spacecraft FOS Engineering support for the development of major upgrades I new ground systems in a high availability 247 operational environment Satellite monitoring and control systems Operational Monitoring of near real time data flows in large computer networks Full development cycle of large systems, from the definition of requirements to system design and operations Investigation into anomalies, their documentation, classification and correctionmitigation, participation in Anomaly Review Boards and, where applicable, Operations Incident investigation and review activities Familiarity with the ECSS standards Experience with development and validation of operational ground segment and associated operations procedures for nominal and contingency recovery cases Familiarity with procedure Change control and configuration management of ground segment operational systems. Furthermore, it would be a distinct advantage for the Consultant to have experience with some of the following Definition, management and traceability of complex requirements structure experience in the use oftools e.g. DOORS Definition of operations interfaces and processes with external partners Automated operations Development of system analysis, reporting and monitoring tools Space Ground Interface definition Ground Stations operation and maintenance Experience with modem satellite MC systems e.g. SCOS2K control system Experience of development, maintenance and operation of medium to large s1ze applications Experience and proven application of development using Java, Perl, Oracle, operating system scripting languages, and XML technologies Experience of modem system architectures in the area of realtime data services and file based data delivery Communications protocols e.g. TCPIP, MBSS Consultative Committee for Space Data Systems CCSDS formats Altimetry imaging andor sounding instrumentation for Earth Observation spacecraft Experience in development of analysis and reporting tools. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other.
