This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands, with resident assignment in Toulouse France. DUTIES The postholder will report to the Head of the System Engineering Section and will be primarily responsible for the overall technical consistency of the EGNOS V3 baseline. Duties will include advising the head of section and head of division on strategic matters linked to EGNOS and in particular EGNOS V3, including system evolutions ensuring the overall consistency of the EGNOS V3 system baseline. In this role, the incumbent is the system authority regarding all aspects having a potential impact on the system technical baseline, including performances, standardisation, external interfaces, and security architecture, and is responsible for establishing EGNOS V3 system evolutions as necessary ensuring adequate configurationversion control of the applicable baseline requirements for the EGNOS V3 releases, including the CFIs ensuring traceability to higher level requirements documents, including MRD and SPRD and applicable EC technical standards leading the specific NAVChain related task force processes with respect to EGNOS V3 compliance with applicable baseline requirements acting as book captain for the EGNOS V3 system specifications and external interfaces, and participating as such in the various change control bodies e.g. Project CCB. As book captain for the SBAS DFMC Interface Control Document and system matters, the postholder will participate in International Aviation Standardization and Interoperability meetings IWG, EUROCAE, RTCA supporting the EGNOS V3 procurement process, particularly with regard to the applicable technical baseline typically in support of the EGNOS V3 technical officer approving compliance of industry statements with applicable technical baseline as relevant managing the engineering technical assistance work package with the EGNOS V3 prime contractor following up the industrial activities related to design flowdown of the requirements and in particular the lower level specifications and their consistency with the system DJFDDF documentation managing the system panel of all major reviews linked to EGNOS V3 contributing to the EGNOS V3 development plans and the V2V3 transition roadmap coordinating system engineers work in the section as required, including management of functional support and contractors supporting the division system Qualification, Safety, Security and AIV engineers as required preparing reports for internal and external entities, such as ESA management, GSA, ANSP Working Group and MRD CCB coordinating with the GSA regarding all aspects related to EGNOS V3 service provision issues ensuring consistency with other RD programme activities that contribute to the EGNOS V3 programme and its evolutions. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in telecommunication, electronic or computer science engineering, with a good background in satellite navigation systems, including several years of experience in these fields. Relevant experience in mission requirement analysis, system design and performance, in procurement of industrial activities, and in safetycritical and realtime software, is required. Experience in SBAS Standardisation activities, in representing the SBAS system in an international Aviation Standards context IWG, EUROCAE, RTCA and in the use of GNSS in an aviation context will be considered an asset. Experience in GNSS RD e.g. studies of evolutions of augmentation concepts, new services, extended areas or alternative means of dissemination will also be considered an asset. Candidates should have good interpersonal and communication skills. They should be able to work autonomously, effectively and cooperatively in a diverse and international team environment and to define and implement solutions in line with team and individual objectives and project deadlines. They should also be willing to travel. Applicants should also have good analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies. Candidates must be eligible for security clearance by their national security administration. For behavioural competencies expected from ESA staff, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 17 December 2015.
