The Galileo Service Manager will report to the Galileo Services Programme Manager, nevertheless such hierarchical reporting may change, in perspective of the developments of the organisation. The Galileo Service Manager tasks and responsibilities will in principle include without limitation and subject to possible adjustments Managing the team responsible for the management of evolutions of the Open Service OS, Commercial Service CS, Search and Rescue SAR Service and the associated infrastructure Specifying the needs for Galileo Service Evolutions for OS, CS, and SAR Defining and documenting the service evolution roadmaps development, deployment, validation, rollout, decommissioning and associated implementation plans for each of the services OS, CS, and SAR, inline with the Service Development, Deployment and Validation Plan DDVP Ensuring regular updates to the Service Definition Document including evolution of performances Contributing to the preparation of services declarations for the OS, CS, and SAR services Steering the implementation of the associated design and development activities through the Working Arrangement with the European Space Agency ESA, and ensuring the associated GSA interface with ESA representatives Preparing and managing the evolution of the Galileo Facilities to implement the service evolutions, the GNSS Service Centre, and the SAR Galileo Centre. Guarantee proper interface for securing the evolutions of the Galileo Security Monitoring Centre GSMC and the Galileo Reference Centre GRC Preparing the requirements and designing the evolutions of the hosting facilities Galileo Control Centres, Galileo Remote Sites and of the Galileo Data Distribution Network GDDN, to be implemented by the Galileo Service Operator contractor Liaising with the Market Development Department concerning the user segment market matters, aiming at promoting the use of Galileo providing support to the management of related grants Preparing, in coordination with the GSA Security Department and ESA, the relevant Galileo security accreditation milestones Aligning all Service Evolutions activities for OS, CS, and SAR, with the Service Evolution activities for Public Regulated Service PRS, through close coordination with the PRS Service Manager Participating to all relevant internal and external boards and events, as member of the Galileo Exploitation Programme Management team Furthermore, the Galileo Service Manager contributes to other tasks of the Agency as necessary. The location of the post is foreseen to be GSA Headquarters Prague Czech Republic. In addition, regular to frequent missions are expected for this post. A.Eligibility criteria The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application A level of education which corresponds to completed university studies1 attested by a diploma when the normal period of university education is four years or more OR A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years In addition to the above, appropriate professional experience2 of at least twelve years Be a national of a Member State of the European Union or Norway Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved3 Have a thorough knowledge of one of the languages of the European Union4 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post5 B.Selection criteria All eligible applications, according to the aforementioned criteria part A, will be assessed against the requirements listed below. The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure assessment of the application forms, interview and written test prior to being granted access to the names of the applicants. At least all essential criteria will be assessed during the applications evaluation phase. Please note that noncompliance with at least one of the essential requirements B.1 will result in the exclusion of the candidate from the selection process. Advantageous requirements B.2 constitute additional assets and will not result in exclusion, if not fulfilled. 1 Essential qualifications and experience University degree in a relevant field Experience in planning and implementing systems andor services evolutions in an international environment Experience in leading teams Experience in managing projects andor leading procurement activities, preferably with multidisciplinary project teams Excellent knowledge of written and spoken English 2 Advantageous qualifications and experience Experience relevant to the tasks described above Experience in spacesatellite services Experience andor knowledge of Global Navigation Satellite Systems Experience andor knowledge of the institutional framework EU, ESA 3 Behavioural competences Motivation Leadership and people management skills with a result oriented approach Cooperative, collaborative, practical, solutiondriven and serviceoriented attitude Communications and negotiation skills Selfcontrol under pressure, ability to prioritise and to take appropriate and timely decisions 1 Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States will be taken into consideration. 2 Only appropriate professional experience acquired after achieving the minimum qualification stated in A.1 shall be considered. Where additional periods of training and study are accompanied by periods of professional activity, only the latter will be considered as professional experience. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in A.1. will be taken into consideration. Internships will be taken into consideration if they are paid. Professional activities pursued parttime shall be calculated pro rata, on the basis of the percentage of fulltime hours worked. A given period may be counted only once. 3 Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record. 4 The languages of the EU are Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, Irish, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish, Swedish. 5 Before a successful candidate can be appointed, she will be medically examined by a selected medical service so that the Agency will be satisfied that she fulfils the requirement of Article 28e of the Staff Regulation of Officials of the European Union.
