DISCUSSION AND OUTLOOK ---------------------- At 1100 PM HST (0900 UTC), the center of Hurricane Felicia was located near latitude 15.5 North, longitude 127.1 West. Felicia is moving toward the west-northwest near 10 mph (17 km/h). A westward motion is expected to begin later today or tonight, followed by a turn to the west-southwest on Tuesday. Maximum sustained winds are near 140 mph (220 km/h) with higher gusts. Felicia is a category 4 hurricane on the Saffir-Simpson Hurricane Wind Scale. Slight weakening is forecast today, followed by a faster rate of weakening on Monday and Tuesday. Felicia is a very small hurricane. Hurricane-force winds extend outward up to 15 miles (30 km) from the center and tropical-storm-force winds extend outward up to 60 miles (95 km). The estimated minimum central pressure is 949 mb (28.03 inches). HAZARDS AFFECTING LAND ---------------------- None.
