Directorate of Telecommunications and Integrated Applications The European Space Agency is an equal opportunity employer and encourages applications from women POST Indigo Development Manager in the Telecommunications System Projects Office, Telecom Technologies, Products and Systems Department, Directorate of Telecommunications and Integrated Applications. This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ECSAT, Harwell United Kingdom. DUTIES Reporting to the Head of Office, the postholder will be responsible for managing all activities related to the Indigo project. This will notably include responsibility for managing all Indigo activities in accordance with declared objectives, scheduling and cost endtoend implementing of project activities encompassing design, development and validation activities and pilots system engineering activities, delivering concurrent support for multiple services in the mobility, broadband and government market segments with multispot, multiband and multisatellite solutions, notably o ground segment engineering, including technology development and AIV activities related to innovative elements o integration validation of function and performance levels related to innovative elements o preoperational piloting with representative deployment and operations of a ground network corresponding to specific market cases. managing the relevant contracts with industry and some technology suppliers as necessary, negotiating any required contract changes managing the industrial team to ensure project objectives are fully met financial managing of Indigo in line with declared costatcompletion and annual budget forecasts regular technical, programmatic and financial reporting to ESA management and national delegations coordinating specialist engineering support from the Directorate of TIA and the Directorate of Technical Quality Management and, from the operation viewpoint, support from the Directorate of Human Spaceflight Operations. In the execution of the tasks, the Payload Manager will liaise closely and proactively with the rest of the Project Team as well as with other project teams within the Telecommunications Satellite Programmes Department. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering, together with experience of space andor ground segment programmes management, preferably in telecommunications. Direct experience of working with a commercial telecommunications operator and European industry as well as an indepth understanding of operating within a European agency framework would be distinct advantages. Candidates should demonstrate teamwork skills, communicate effectively and apply analytical thinking and sound judgment to problemsolving. Strong negotiating skills are necessary. Leading and motivating others, responsible risktaking, decisionmaking and relationshipmanagement are considered important skills. Ambassadorial skills and crosscultural sensitivity are required. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 23 July 2015.
