It will ensure that sensitive information relating to the use of public regulated services PRS is suitably managed and protected and is not exposed to the Galileo Operating Centre. The GSMC will also allow the GNSS Agency continuously to monitor the securityrelated status and performance of the elements of EGNOS and Galileo and of the operation of the PRS. The GSMC Operations Manager reports directly to the GSMC Manager. With the support of the team, the GSMC Operations Manager is responsible for operational functions of the Security Centre, assisting with the implementation and staff selection of the operational area and managing the Operational Area staff. The operational functions of the Security Centre include the provision of European GNSS security expertise and analysis, the management of PRS access including receiver and PRS order management and PRS Key management, command and control of operating modes affecting the security of Galileo services, Galileo security monitoring including signal compliance and PRS Security Message verification and European GNSS crisis and security event response. More information is available at httpwww.gsa.europa.eusecuritygsmc TASKS AND RESPONSIBILITIES The PRS Access Officer reports to the GSMC Operations Manager. Heshe will be responsible for PRS access management and control including PRS security monitoring and once the GSMC is declared operational, milestone end of 2015 will work on shift ensuring continuous operations 24 hours per day, 7 days a week. In addition, the PRS Access Officer will act as the focal point for coordinating Crisis Response scenarios with the Galileo Chain of Command and will be responsible for taking decisions related to the need to escalate system security status. Further, the PRS Access Officer will be responsible for reporting the system and PRS Status to Member States through their Competent PRS Authorities and for ensuring that Member States queries, requests and orders are properly processed by the system. Finally, the PRS Access Officer is expected to act as the shift leader, coordinating as required the actions of all on shift operations personnel and reporting on operational performance to the GSMC Operations Manager. While the role shall be on a 247 roster as soon as GSMC operations require it expected end of 2015, prior to this the role will be primarily a normal daytime job contributing to the development of GSMC operations. In particular, the PRS Access Officer will contribute to the development of GSMC operational procedures and will be expected to contribute to the GSMC operations validation process. With a view to optimize the usage of resources or in times of crisis, any PRS Access Officer might be required to perform the duties of a Galileo Security Monitoring Officer or GSMC Operations Analyst. To that extent, the required training will be organized by the GSA and the PRS Access Officer will need to have passed the relevant operational evaluations for both roles in order to remain qualified for the post. Frequent missions and possible detachment to UK SwanwickLondon, and occasional ones to Belgium Brussels and Czech Republic Prague are foreseen for this post. PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS A. ELIGIBILITY CRITERIA For your application to be considered by the Agency, you must meet the following criteria 1. Have a level of education which corresponds to completed university studies of at least three years attested by a diploma 2. In addition to the above, to possess appropriate professional experience of at least three years following of the award of diploma 3. Be a national of a Member State of the European Union 4. Be able to serve a full 5 yearterm before reaching the retirement age of 65 5. Be entitled to his or her full rights as citizen 6. Have fulfilled any obligations imposed by the applicable laws concerning military service 7. Meet the character requirements for the duties involved 8. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties and 9. Be physically fit to perform the duties linked to the post. B. SELECTION CRITERIA If your application is eligible, you will be evaluated based upon the following criteria 1 Essential Qualifications and experience i. University degree in a relevant field Engineering, Informatics, Exact sciences etc. ii. Experience of handling incidents and following predefined procedures under stressful conditions iii. Experience of providing advice and communicating clear recommendations on technical matters to senior decision makers iv. Very good command of both written and spoken English. 2 Desirable Qualifications and Experiences v. Previous experience from an international working environment vi. Previous experience of a 247 operations environment vii. Previous experience in Operations Engineering or Operations Procedure Design and Implementation viii. Previous experience of analysing real time operational data and creating response plans to correct abnormal system behaviour ix. Knowledge of the Galileo System and PRS design. 3 Behavioural competences x. Motivation and knowledge of GSA xi. Able to synthesize abstract concepts and to write and present reports in a structured and comprehensive way to a nonexpert audience. SELECTION PROCEDURE The selection procedure includes the following steps After registration, each application will be checked in order to verify that it meets the eligibility criteria. All eligible applications will be evaluated by a Selection Committee based on the selection criteria defined in this vacancy notice. The bestqualified candidates, all those who obtained the highest number of points within the evaluation, will be shortlisted for an interview. The minimum threshold is 65 of the total points. During the interview, the Selection Committee will examine each candidates profile and will assess their relevancy for this post. In order to support the evaluation via interview, shortlisted candidates may be required to undergo written tests relevant to the job content the minimum threshold for this test is 50 of the total points allocated for it and to complete part of the process in their second EU language. As a result of the interviews, the Selection Committee will recommend the most suitable candidates for this post to be placed on a reserve list. The minimum threshold to be placed on the reserve list is 65 of the total points. This list may also be used for recruitment of a similar post depending on the Agencys needs. Inclusion on the reserve list does not guarantee recruitment. The reserve list will be presented to the Appointing Authority who may decide to convene a second interview and ultimately will appoint the successful candidate to the post.
