This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ECSAT, Harwell United Kingdom. DUTIES The Payload Manager reports to the Quantum Project Manager and is responsible for monitoring the performance and engineering aspects of the Quantum satellite payload. The Payload Managers tasks will include working in partnership with satellite operators and European industry to monitor payload design, development, manufacturing and test coordinating closely with the industrial teams to ensure that the design and performance of payloads meet their specified requirements, including in terms of software, subsystem and unit performance coordinating support of ESA experts from the Telecommunications Satellite Programmes Department and the Directorate of Technical and Quality Management coordinating with Product Assurance and Platform Managers to ensure that the system and quality aspects of the satellite payloads and their interfaces are accounted for interfacing with prime contractors to ensure timely, cohesive and complete procurement, manufacturing and verification of the payload monitoring the coherent and costeffective implementation of requirements from system level down to the lower application level ensuring adequate operational requirements and performance of the payloads monitoring the evolution of payload subsystem budgets to ensure the early identification of potential problems identifying potential risks associated with payload development and proposing appropriate risk mitigation measures coordinating payload and lowerlevel reviews as well as supporting spacecraftlevel reviews reporting regularly to the Project Manager. In the execution of the tasks, the Payload Manager will liaise closely and proactively with the rest of the Project Team as well as with other project teams within the Telecommunications Satellite Programmes Department. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering or physics, together with extensive experience in the development of satellite payload RF equipment in the telecommunications domain. Systems and strategic thinking, leading and motivating others, responsible risktaking and decisionmaking, and relationship management are considered important skills. Candidates should be able to work well in a team and communicate effectively. Applicants should demonstrate proven technical capabilities in payload engineering and the capacity to apply analytical and sound judgment to resolve problems pragmatically. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 23 July 2015.
