Reporting to the Director of Programme Preparation and Development PRD, this post is located at the heart of the PRD department at EUMETSAT. This post will be leading the harmonisation and maintenance of concise and coherent reporting, coordination, action tracking and management, risk and opportunities management and other activities across programmes in the department, building on and further developing the information flow and optimization processes already in place. DUTIES Drive and maintain an integrated development programmes schedule and resource planning process and support crossprogramme alignment and optimisation Implement, monitor and improve tracking of Key Performance Indicators KPIs for Programme Preparation and Development activities, relevant Organisational Objectives, and formalized action items Maintain the PRD Risk Register in close coordination with the Programme Managers Drive and facilitate the implementation of improvement actions for PRD Establish and develop a programme status dashboard on the above topics Establish and maintain lifecycle cost models for development programmes Support the development of programme management standards for PRD such as DRDs and templates for Product Tree, Work and Cost Breakdown Structure WBS CBS, Programme Management Plan and Document Tree DT, reporting etc. Interface with different matrix functions in the organisation such as Quality Management and Assurance, Human Resources, Contracts, Project Control and Finance to facilitate the flow of information with PRD and across programmes Maintain and improve selected PRD Working Practices in close cooperation with quality experts and the programmes Provide general management support to the Director of Programme Preparation and Development and Programme Managers to prepare for reviews, briefings and audits. SKILLS AND EXPERIENCE Proven experience in project management preferably in the frame of space development programmes Familiarity with the standards and processes of space development programmes Knowledge and experience in risks opportunities management methods, continuous improvement PDCA Excellent interpersonal and facilitation skills including visualization with proven experience to apply these to the interactions with teams having different or conflicting interests Proven ability to understand, synthesise, and report on complex technical and programmatic issues and appreciate conflicting interests Intermediate level in mastering office software, JIRA, and Visio University degree in a relevant discipline, e.g. engineering Candidates must be able to work effectively in English and have some knowledge of French. EMPLOYMENT CONDITIONS The initial contract will be of 4 years duration, with subsequent 5year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,612 per month net of internal tax which may be negotiable based on skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
