Programme Management Support Engineer

Position Reference 986 We are currently looking for a Programme Management Support Engineer to work at our clients premises in the city of Darmstadt, Germany. The key person will provide Management support to Department of Programme Preparation and Development PRD of EUMETSAT. The abovementioned Department Designs and establishes cost effective operational meteorological satellite systems Prepares new programmes and manages their design, development and validation Manages cooperation with partner agencies regarding development, procurement and delivery of spacecrafts and instruments Ensures implementation of the EUMETSAT Management System and programme management, system and ground segment development processes, methodologies and tools. Tasks and Activities The scope of work will include Contribute to the Risk Management process, including Tracking risks, analysing and reporting critical issues and supporting the close out of risk mitigation activities. Where requested, coordinating the preparation of the risk Sessions and maintainingupdating the assigned Risk database. Where requested, in view of the project schedule update and of the critical path analysis, provide input to identified interfaces. Contribute to harmonized weekly salient, by consolidating input from teams and combining the reporting of the activities into a consolidated weekly report, where requested. Contribute to harmonized monthly reporting, by consolidating input from teams and combining the reporting of the activities into a consolidated monthly report, where requested. Provide KPI inputs related to the assigned tasks e.g. Risk Management, Actions Management, as appropriate, on a monthly basis in view of issuing the Programme Monthly reports use of the collaboration platform Confluence is possible. Prepare presentations and synthesised status reports for internal e.g. report to management and external purposes. Contribute to the preparation and execution of the ProgrammeProject Reviews, providing input on the assigned tasks and, where requested, coordinating the management standpoint. Contribute to the Action Management and regular check of the action status by using of the JIRA action tracking system. Track actions analysing and reporting critical issues and support the close out of such actions. Participate in team management meetings and in meetings with partner agencies, contractors, internal stakeholders, etc. as appropriate. Coordinate and maintain, in coordination with the project control team, the Project Management Plan, Team Organisation Chart, Work Breakdown Structure WBS, Work Packages, Product Tree, and related documents. Update the relevant Management documentation with particular focus on the acceptance process delivery. Contribute to follow up subsystem development activities monitor deliverables to and from EUMETSATs partner agencies and industry, and support the review of deliverables. Track progress against agreed development plans and signal any likely or identified deviations from these plans, together with proposals to reduce the impact of any delays this includes the review of the progress reports delivered by systemsubsystemssubsegmentsservices e.g. work package status and trackers. Support the control of the baseline definition including evaluation of Change Requests, Change Proposals, Requests for Waiver Deviation, etc.. Support on a case by case basis, as requested and appropriate, the other Programmes within the relevant division in Project management support activities. In the context of the tasks to be performed at PRD department level, within the PRD Programme Management Office PMO Support the review at monthly intervals of the programme PRD risk registers allowing to identify the risk level in the various programmes, including maintenance of the relevant dashboard. Contribute to the organisation and execution of department Integrated Schedule process meetings, as appropriate where requested, coordinate input with programmes and other departments. Maintain harmonized weekly monthly reporting at PRD level combining the reporting of the programmes. Contribute to the maintenance and update of the reporting model, based on collaboration platform. Contribute to the harmonization and continuous improvement of KPI throughout PRD divisions and department. Coordination of the actions management process for the PRD department followup, status overview, monitoring of critical issues and harmonized dashboard widgets for programmes. Contribute to the maintain and improvement of the action tracking system JIRA and the community collaboration platform Confluence for salientweekly and monthly reporting. Contribute to the maintenance and update, as appropriate, of department Programme Management templates, including PM DRDs, Work Breakdown Structure WBS, Product Tree, Documents Tree and related documents. Skills and Experience The following skills and experience are mandatory University degree in the domain of engineering, science, or equivalent. At least 5 years experience performing project management activities on large and complex development projects in the aerospace or similar domain. Demonstrated experience of defining system interactions and successfully implementing them in a large project. Knowledge of Quality Assurance procedures and processes. Knowledge of systems development lifecycle. Ability to make synthesis from various written or verbal inputs with excellent English writing skills. Computer skills with strong experience withability to use MS Office software e.g. Word, Excel, Powerpoint, Project, etc.. Good interpersonal skills. Fluency in English, both written and spoken. The following skills would be highly desirable Certification in project management or in project management disciplines. Reporting to the Director of Programme Preparation and Development PRD, this post is located at the heart of the PRD department at EUMETSAT. This post will be leading the harmonisation and maintenance of concise and coherent reporting, coordination, action tracking and management, risk and opportunities management and other activities across programmes in the department, building on and further developing the information flow and optimization processes already in place. DUTIES Drive and maintain an integrated development programmes schedule and resource planning process and support crossprogramme alignment and optimisation Implement, monitor and improve tracking of Key Performance Indicators KPIs for Programme Preparation and Development activities, relevant Organisational Objectives, and formalized action items Maintain the PRD Risk Register in close coordination with the Programme Managers Drive and facilitate the implementation of improvement actions for PRD Establish and develop a programme status dashboard on the above topics Establish and maintain lifecycle cost models for development programmes Support the development of programme management standards for PRD such as DRDs and templates for Product Tree, Work and Cost Breakdown Structure WBS CBS, Programme Management Plan and Document Tree DT, reporting etc. Interface with different matrix functions in the organisation such as Quality Management and Assurance, Human Resources, Contracts, Project Control and Finance to facilitate the flow of information with PRD and across programmes Maintain and improve selected PRD Working Practices in close cooperation with quality experts and the programmes Provide general management support to the Director of Programme Preparation and Development and Programme Managers to prepare for reviews, briefings and audits. SKILLS AND EXPERIENCE Proven experience in project management preferably in the frame of space development programmes Familiarity with the standards and processes of space development programmes Knowledge and experience in risks opportunities management methods, continuous improvement PDCA Excellent interpersonal and facilitation skills including visualization with proven experience to apply these to the interactions with teams having different or conflicting interests Proven ability to understand, synthesise, and report on complex technical and programmatic issues and appreciate conflicting interests Intermediate level in mastering office software, JIRA, and Visio University degree in a relevant discipline, e.g. engineering Candidates must be able to work effectively in English and have some knowledge of French. EMPLOYMENT CONDITIONS The initial contract will be of 4 years duration, with subsequent 5year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,612 per month net of internal tax which may be negotiable based on skills and experience.
