Senior Manager, Spectrum Management and Development Americas United States Washington, District of Columbia Your Job The incumbent is responsible in the development and protection of spectrum assets NGSO and GSO for specific SES projects including preparation and leading of coordination meetings achieving specific SES objectives in ITU and regionalnational meetings, orbital assignments issues and licensing proceedings identifying new orbital slots and spectrum for expansion capability and serving as Spectrum lead on certain satellite development andor construction programs, etc. Your Responsibilities Influence ITU spectrum allocations and satellite coordination procedures Advocate SES positions in ITU and Regional meetings to identify and secure new spectrum as well as to protect existing spectrum prepare input documents to support these objectives. These positions need to be coordinated with other entities of the group, the relevant national regulators and other operators in the REGION Develop and maintain relationships with other regulators and representatives of other companies engaged in ITU work In collaboration with SDM and Regulatory teams, prepare the required input papers Participate in the relevant national meetings Obtain spectrum at existingnew orbital slots Manage the filing activity through regional administration. Supervise the checking of the ITU IFIC for any satellite system that might cause interference into Luxembourg satellite networks Identify candidate new orbital slots for spectrum expansion capabilities Acquire new spectrum through preparation of complex ITU filings that provide an envelope of technical parameters to support companys business development efforts Coordinate SES satellite networks GSO and NGSO with those of other companies to support SESs current and future business plans Identify improvements to Spectrum processes where needed and pursue those changes within the team Proactively interface with other SES departments and team members within the Company to ensure spectrum activities coordination, ITU filings, applications, etc are consistent with overall company objectives Support Business Development, Sales Fleet Development activities Prepare detailed due diligence of SES or other companies spectrum assets Support the development of orbital slots including satellite design within specific regions as requested Translate spectrum availability and constraints into satellite designs and sales engineering guidelines Evaluate possible ways forward to solve complex spectrum issues and identify best option for the company Serve as Spectrum lead on satellite design teams as assigned lead analysis of spectrum rights, define strategy to solidify those rights, and determine what is reasonable for the company to invest in Play key role in SES licensing and rulemaking activities Support Legal on regulatory and licensing matters related to landing rights, registrations applications and associated satelliterelated rulemaking Your Competencies Thorough understanding of the satellite regulatory environment and the ITU procedures Thorough knowledge and understanding of domestic and international regulatory processes and structure Strong knowledge and understanding of satellite industry, markets and services Collaborative individual able to build relationships across all levels and functions of the organization and effectively build positions and manage conflicts Execution orientation with the ability to deliver results despite a complex business environment Very good communicator able to produce and present positions in an inspiring manner to a variety of internal and external senior audiences Fluency in English the knowledge of other languages of the defined region is considered an additional asset Excellent project management, diplomatic and interpersonal skills Strong negotiation and lobbying skills Demonstrated cultural sensitivity. Cultural sensitivity needed for dealings with people from many countries. Your Qualifications Hold an internationally recognised engineering qualification e.g. electronics, radiofrequency or equivalent Minimum of 7 years to 10 years of experience in a relevant engineering environment, including minimum 4 years of frequency coordination and spectrum management frontend involvement Understanding of satellite technologies and applications Knowledge of the ITU Radio Regulations, National Regulations and the ITU WRCStudy Group processes Fluency in English the knowledge of other languages of the REGION is considered an additional asset Willingness to travel a significant portion of the time, approximately 30 Other Key Requirements EXPECTED RESULTS Comments Spectrum assets secured allowing SES EMEACIS Segment business to expand Identification of new orbital slots and spectrum as a basis for investment decisions on business expansion for new satellites and new orbital locations Protection of satellites resources from possible encroachment of other services, i.e. terrestrial SES business interests preserved and protected Region and ITU work Whats in it for you?
