Chicago-based United Airlines has outlined a plan for aviation regulators on how it will deal with systemic problems involving pilot training and scheduling and is implementing those changes. Domestic airlines in February were more on time than a year ago, but departures from Chicago airports were among the tardiest, as usual, according to data released Thursday by the U.S. Department of Transportation.
