Instructional design consultancy Provide advice to EUMETSAT on matters of instructional design and how our training can be more efficient and effective as a part of professional development and fitting to existing competency frameworks. Support the design and redesign of courses and training interventions, coaching Trainers and Subject Matter Experts in learningoutcomes oriented design. Review the current key online and classroom training courses to propose and support improvements. In collaboration with SMEs, design training resources, such as case studies, online lessons, interactive exercises and video tutorials, and learning experiences. Assure the products are oriented towards highquality learning outcomes by using instructional systems design principles. Support the enhancement of our approach to evaluation and learning analytics for our training interventions and recommend improvements based on evaluation data. Contribute as facilitator in the EUMETSATs train the trainer online and classroom activities. Coordinate and facilitate translation of the resources when required. Learning technologies Support Provide technical support and learning infrastructure development advice, including assessment of new technologies, for EUMETSATs training activities. Manage the evolution of our Moodle platform, providing second line support when needed. Provide advice and second line support for the online meetings and teleconferences platform. Support the EUMETSAT Training administrators, developing first line support and day to day administration capabilities for their online training work. In collaboration with SMEs develop and support the development of training resources, in terms of case studies, online lessons, interactive exercises and video tutorials, and courses, applying sustainable and sound technological solutions. Play a role in the wider meteorological learning technologist network Participate in the Technical Support Officer community of practice providing resilience and coverage across partner organisations, and sharing knowledge and best practices. Support CALMet Commons community of practice blog calmet.org and the CALMET Online workshop. Coordinate publication of The Training Bulletin 3 times per year. Requested profile Significant skill and proven experience in Instructional design in general within a professional development and adult learning context in particular, with a strong understanding of the application of learning theories Implementing and evolving online and distance learning Handson knowledge of standard learning technologies and tools such as Moodle, Saba Centra.... Advising on evolution of learning technologies in vocational training Providing consultancy to trainers and SMEs It is most likely this will be underpinned by a level of post graduate qualification, andor professional certification such as CMALT or similar The provider shall have excellent communication, planning, implementation and cross cultural team working skills. An understanding of EUMETSAT, and training in the meteorological or scientific context is an advantage but not essential. The provider shall be able to work fluently in English. A working knowledge of French is a significant advantage. EU national or valid work permit for Germany CV in Europass format

Balch Conduit Support Sewer Replacement Project Update: February 4, 2016

Crews are almost finished installing the new sewer and manholes. There is still some work over the next couple of months to complete the project, including the final trench paving and street restoration. There has been some delay due to the weather, but crews are expected to finish by the end of March.

The key person will be in charge of the definition of the overall operational concept from the interface with industry up to the uplink of the new software images to the satellites. Heshe will produce the OBSW Ops Guide and related operation procedures. Heshe will be responsible for the end to end operational concept to manage reference and characterisation Databases being delivered to EUMETSAT. This also includes operational interfaces with industry. The key person will define for each type of database its life cycle and configuration control for operation usage. The key person will manage the Operational database against changes to successive Satellite Reference Databases deliveries. Heshe will provide a single interface within OPIT for the Satellite and Instrument Characteristic Databases and support FDF and PDAP experts for their respective Databases. Heshe will contribute to OICDs with external partners with respect to OBSW and Databases items. The key person will manage Ops Prep database editor tool and OBSW tool environments. Heshe will support the setting up of the OPS Configuration Management CM tool to manage satellite and ground configuration control. Heshe will coordinate the needs for operational configurations of the OBSW tools, procedures and Databases for a multi ground segment environments OPE, VAL, ENG and multisatellites. Heshe will support the MCO and PDAP ground segment development teams as Ops Prep representative with respect to OBSW and Databases interfaces and tools... PROFILE In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have a demonstrated experience of at least three years in the field of spacecraft and ground segment operations with specific experience as follow Satellite operation preparation and routine operations phases OBSW maintenance expertise with good knowledge of Configuration Management CM processes for both ground images and onboard memory management Satellite Databases management in the frame of the operation preparation phase Experience on Operation Preparation tools such as procedure editor and databases management tools Familiarity with the definition of operational interfaces and interactions with industry or external partners. Furthermore, it would be a distinct advantage for the Key person to have experience with some of the following Knowledge of the ECSS E7041 Telemetry Telecommand Packet Utilisation standard Knowledge of the mission control systems SCOS and OBSM application Knowledge of the mission control systems SCOS MIB and SCOS MIB editors e.g. DABYS Knowledge of SQL and database management tools Some programming and scripting skills would also be an asset. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other.
