The main tasks of the Key Person will include the following 1. Implement EUMETSAT QA policies in the assigned areas, in accordance with the MTG and MSG System QA plans and all relevant applicable Standards, Technical and QA documents, Procedures and Working Practices that are applicable to the ongoing projects phases 2. Ensure that the assigned MTG and MSG processes are implemented in accordance with their relevant QA working practices and procedures 3. Support maintenance of GEO QA Working Practices and procedures Suggest and support the establishment of improvements of the available QA documentation, aiming at process efficiency and synergy 4. Support the establishment of metrics to measure the effectiveness of the main processes within the assigned areas. Provide proactive suggestions for process improvement, based on these metrics and other observations 5. Work with and in support of the MTG Ground Segment Teams and of the MSG Operations Preparations Team, in order to ensure that Quality Assurance policies and methods are taken into account during all involved lifecycle phases 6. Provide dedicated QA support to the production of the technical and programmatic documents relevant to the MTG Programme, MTG Ground Segment and its facilities and elements 7. Critically review technical and management documents issued in support to the MTG GS Facilities procurement 8. Support, as Review secretary, the Programme Reviews and Check Points planned for MTG and MSG, ensuring that the relevant Organisation Note arrangements are correctly implemented, and that the support tool to be used for the Reviews is properly configured and available 9. Support the MTG GS Facilities procurement activities and the connected processes, ensuring that the applicable QA requirements are correctly implemented 10. Support QA activities during the Facilities development and production process, interfacing with the EUMETSAT Technical Officers, the relevant crossdivisional EUMETSAT Teams and with the Industry Quality Assurance QAProduct Assurance PA counterparts 11. Support monitoring of the implementation of the agreed QA Plans and procedures within the Industry and others Organisations including ESA activities, including Subtiers 12. Support coordination of the anomaly and nonconformances review process in the assigned areas 13. Support the preparation and conduct of QA audits on Industry and within EUMETSAT in the areas connected with MTG GS activities, in line with the MTG GS Contractors Suppliers Quality Assurance Audit Plan 14. Support regular reporting to the MTG GS QA Engineer, to the GEO QA Manager, and to GS Manager concerned on all QA aspects related to MTG GS and MSG4 activities 15. Attend and support weekly GEO QA Team coordination meetings and programme meetings if so required Mandatory skills A University degree in Engineering, Physics, Computer Sciences or a related discipline is required. The Key Person shall have at least 10 years of specific experience in Quality and Product Assurance QAPA in AerospaceSpace Programmes, and have good interpersonal and mediation skills. Specific experience on QAPA processes on satellite Ground Segments, satellite Mission Control and Operations is required, and experience on Satellite data processing will be considered an advantage. Significant handson experience in QAPA processes definition, implementation, monitoring and control, and QAPA performance metrics Knowledge and application of aerospacespace Product and Quality Assurance standards Knowledge of and experience in applying ISO 9001 Standards Multiyear experience in the implementation of QA policies and methods in procurement contracts for complex products such as ground segment systems Experience in providing QA support to SW products throughout their complete development lifecycle. Experience in HWSW products integration and verification Significant handson experience in using Microsoft Office Suite. Capability of producing and releasing in autonomy Minutes of Meetings and QA reports Experience in application of risk management and lessons learned processes A very good knowledge of the English language spoken and written. Hisher tasks in the area of Precise Orbit Determination routine operations will typically include Support to the operations of the Near Real Time NRT Precise Orbit Determination POD software imbedded inside the operational Product Processing Facility for the GRAS instrument on board of the Metop spacecraft performing Radio Occultation standby callout support may be required Support to the design, implementation, testing and operational validation of new versions of the operational GRAS NRT POD software Maintenance and evolution of an offline POD environment where the most accurate POD solution, as well as alternative NRT POD solutions, are computed for the inflight satellitesMetopA,B and Jason2 Evaluation of the performances of the operational NRT POD solutions for the flying satellite versus the solutions computed in the offline POD environment and identification of improvements in the operational software Monitoring of the performances of the GRAS support network GSN, providing NRT solutions for the GPS constellation used as reference for the GRAS NRT POD, evaluation of the impact on the operational solution and identification of improvements in the operational software Support to reprocessing activities for the inflight satellites as well as for partner Radio Occultation Satellites Cosmic, Champ, Grace, making use of improved software implementations Generation of precise reference orbit and estimated manoeuvres for the Metop satellites, to support FlightDynamics and satellite performance evaluation. Hisher tasks in the area of preparation of Precise Orbit Determination operations for future satellites will typically include Ensure availability of same POD support for the MetopC and Jason3 satellites as currently in place for the inflight satellites Support to the design, implementation, testing and operational validation of the operational NRT POD software for future mission Support to the design, implementation, testing and operational validation of the systems providing NRT GPS solutions for future mission Preparation on the offline POD environment of the software required to compute, shortly after launch, the most accurate POD solution for the any new mission Support systemsmission analysis on future missions related to POD topics, including development of required prototypes.
