Post Industrial Cost Auditor This post is classified A2A4 on the Coordinated Organisations salary scale. Location ESTEC, Noordwijk, The Netherlands Description Industrial Cost Auditor in the Industrial Auditing and Return Division, Industrial Policy and Auditing Department, Directorate of Industry, Procurement and Legal Services. Reporting to the Head of the Industrial Audit Section, the post holder shall be responsible for general industrial costs analysis and auditing related activities in support of the ESA procurement process. Duties Provide highquality audit services that achieve cost effectiveness and value creation in support of the ESA procurement process to achieve a transparent and cost effective deployment of public resources in industry through the ESA programmes, in particular Audit, analysis and negotiation of industrial hourly labour rates and overheads unit rates such as facility charges and other overheads, on the basis of detailed reviews carried out on the companys costs structure and accounting tools. Audit of direct expenditure on cost reimbursement contracts andor cofunded contracts including compliance with ESA rules. Financial viability audits on the basis of detailed reviews carried out on the companys financial data. Nationality audits of the concerned industry on the basis of established processes and criteria for nationality attribution. Participation in Tender Evaluation Boards and Cost Panels for the analysis of financial and cost related matters, as well as support to ESA programme directorates in direct negotiations. Audits in support of the verification of georeturn data. Audits carried out in Direct Support to Programs, including a detailed analysis and review of industrial contractual documents. Provide advice on financial matters e.g. currency exchange, price variation formulae, productivity, inflation, hourly rates etc. Verification of companys cost accounting systems in order to ascertain compliance with generally accepted accounting principles and with ESA rules. Collaboration and coordination of cost and audit activities with other National and International Organizations. Support in the daytoday audit activities, including preparing concise and accurate documentation e.g. audit reports, policies, processes, etc, analysis of data, collection of information, etc. Other audit tasks projects as requested to the Section. In the execution of these duties, the Industrial Cost Auditor closely interfaces with Senior Industry representatives, ESA and Industry Project Management teams, ESA contracts officer, ESA other finance cost engineer functions and auditors of other National Audit Authorities. Technical competencies Cost and financialmanagement accounting Behavioural competencies Communication Problem Solving Planning Organisation Education University degree Master level in the domain of Business Administration, Corporate Finance Accounting, Economics or Engineering. Additional requirements Minimum 5 years of progressive experience in auditing activities Calculation methodologies of hourly labourfacility and overheads rates. Knowledge of Accounting systems, standards and tools. Knowledge of auditing techniques. Analytical skills Negotiation skills Readiness to travel frequently German language skills would be an asset Other information For behavioural competencies expected from ESA staff in general, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. The GSOp Team Issue 1 October 2018 The person will operate in our office in Transinne and on the Galileo Remote Sites and collaborate on a daily basis with the Galileo Service Operator GSOp team. The Cyber Internal Auditor will ensure the efficient, transparent and sharp execution of all the cyber security activities continuously assessing the cyber security teamwork and auditing the CSM activities on regular basis by an approved internal auditing plan. The CIA will plan, schedule and perform audits in the perimeter of the cyber policy to Evaluate the level of compliance of the implementation of cyber requirements Identify vulnerabilities Identify non compliances Evaluate the compliance level of the information security management system and implemented security measures with defined requirements, security policies in place and the appropriate safety standards Provide independent feedback on the effectiveness and efficiency of information security management system and security measures The CIA will report on audit results to the program manager andor operations director and to the prime contractual entities, if requested or if foreseen in the auditing planning documents. Duties The Auditor is expected to implement the following tasks Plan, execute and lead security audits across an organization Inspect and evaluate financial and information systems, management procedures and security controls Evaluate the efficiency, effectiveness and compliance of operation processes with corporate security policies and related government regulations Develop and administer riskfocused exams for IT systems Review or interview personnel to establish security risks and complications Execute and properly document the audit process on a variety of computing environments and computer applications Assess the exposures resulting from ineffective or missing control practices Accurately interpret audit results against defined criteria Weigh the relevancy, accuracy and perspective of conclusions against audit evidence Provide a written and verbal report of audit findings Develop rigorous best practice recommendations to improve security on all levels Work with management to ensure security recommendations comply with company procedure Collaborate with departments to improve security compliance, manage risk and bolster effectiveness Travel extensively Education and experience Bachelor or master degree related to or equivalent is demanded ISACACISA certification is demanded is a plus Completion of an internshipapprenticeship in cybersecurity a plus Strong IT skills including knowledge on hardware, software, networks, and data centers Thorough work ethic, attention to detail Skills of perception and QA, ability to identify vulnerabilities and overall issues Critical thinking skills, problem solving aptitude Forensic approach to challenges Ability to think like a hacker and anticipate hacker moves Desire to selfeducate on the everchanging landscape of cyber hacking tactics Experience in professional cybersecurity a plus Good knowledge of the Space Business is a really useful advantage Language skills English fluent Computer skills Basics of Computer Science Basics of Computer Programming Operating Systems Concepts and Architecture knowledge Good knowledge of Microsoft and Linux operating Systems system configuration and administration Network Architecture Design capabilities Required soft skills Analytical and critical thinking, good sense of organization of work Quality oriented Perseverance and Inquisitiveness Reactiveness Strong collaboration skills, work as a team member Strong oral and written communication skills Capabilities to convince Ability to work under pressure, to handle high level of workload
