ECMWF is both a research institute and a 247 operational service, producing and disseminating numerical weather predictions to its Member States. The organisation was established in 1975 and now employs around 350 staff from more than 30 countries. ECMWF is one of the six members of the Coordinated Organisations, which amongst others also include the European Space Agency ESA and the European Organisation for the Exploitation of Meteorological Satellites EUMETSAT. Information on ECMWFs activities can be found at httpwww.ecmwf.intenabout. ECMWF has two sites in Reading, UK The working address for the position advertised will be ECMWF Reading Enterprise Centre Whiteknights Rd Reading RG6 6BU United Kingdom Copernicus ECMWF has been entrusted to operate the Copernicus Atmosphere Monitoring Service CAMS and the Copernicus Climate Change Service C3S on behalf of the European Commission until the end of 2020. Copernicus is the European Unions flagship Earthobservation programme created to achieve operational monitoring of the atmosphere, oceans, and continental surfaces. It aims to provide reliable, validated information services for a range of environmental and security applications. The European Commission has appointed ECMWF to implement the Copernicus Climate Change and Atmosphere Monitoring Services. The Copernicus Climate Change Service C3S responds to environmental and societal challenges associated with climate changes. The service will give access to information for monitoring and predicting climate change and will, therefore, help to support adaptation and mitigation. It benefits from a sustained network of in situ and satellitebased observations, reanalysis of the Earth climate and modeling scenarios, based on a variety of climate projections. More information on C3S can be found at httpclimate.copernicus.eu. The Copernicus Atmosphere Monitoring Service CAMS provides continuous data and information on atmospheric composition. The service describes the current situation, forecasts the situation a few days ahead, and analyses consistently retrospective data records for recent years. More information on CAMS can be found at httpatmosphere.copernicus.eu. Background of the service ECMWF is seeking IT consultancy support in scope of activities on the Copernicus Data Store CDS and the Copernicus Data and Information Access Services platform DIAS. Copernicus Data Store CDS infrastructure The Copernicus Data Store CDS is the cornerstone of the C3S and CAMS infrastructure. It contributes to the provision of Essential Climate Variables ECVs, climate analyses, projections and indicators at temporal and spatial scales relevant to adaptation and mitigation strategies for various sectoral and societal benefit areas. It will also contribute to the provision of CAMS datasets. The CDS is designed as a distributed system, providing improved access to existing datasets via a powerful serviceoriented architecture. It offers seamless webbased and APIbased search and retrieve facilities to access climate data and information. In addition, one of the major feature of the CDS is the provision of a generic software toolbox that allow users to develop web based applications that make use of all the datasets available in the CDS. The variety of data types, data formats, as well as large data volumes, makes their combined use highly challenging. The toolbox abstracts the physical location of the datasets, their access methods, formats, units, etc. allowing applications developers to focus on algorithms. The toolbox provides a series of tools that perform basic operations on the datasets, such as differences or regridding, as well as statistical computations such as means or standard deviations tools can then be combined into more elaborated workflows, and present their results graphically on the CDS website. The CDS team within ECMWFs Copernicus Department is in charge of the implementation, operation and maintenance of the CDS. Copernicus Data and Information Access Services DIAS infrastructure The Copernicus Data and Information Access Services DIAS aim to enhance access to Copernicus data and information for use in an efficient computing environment implementing the paradigm of bringing the user to the data, via a distributed hybrid Cloud platform, in order to unlock the potential value of Copernicus data and information for innovation, science, new business, implementation of public policies and economic growth. ECMWF has a partnership with EUMETSAT and Mercator Ocean to develop one of the DIAS platforms and is responsible for the development of the access services, processing and tools building block. The implementation of ECMWFs contribution to the DIAS development work is managed by the CDS team within ECMWFs Copernicus Department. Part of the development work will be outsourced to external contractors for which Invitations to Tender will be launched in the first half of 2018. 3 The Server Labs company information The Server Labs TSL is a 100 privately founded IT Consultancy and Software Development Company with offices in Spain, the UK and Germany and now established as a leader in Cloud adoption and digital transformation services. Founded in 2004 in Spain The Server Labs S.L and in 2007 in the UK The Server Labs Ltd has two different organisations to serve different customers within the UK and Europe, respectively. The Server Labs as a brand and global company is strong in the architecture and implementation of IT solutions, using newest yet proven technologies and methodologies, to produce robust, cost effective, high quality, scalable and high performance solutions for our customers. The Server Labs are recognized Cloud consultants and integrators, specialized in IT architectures, Cloud Adoption, HPC and Big Data in the Cloud, DevOps and solution development. The Server Labs started to work in the Cloud back in 2008 with Amazon Web Services and our customer the European Space Agency ESA and its GAIA project, when we first proved the cost and technical effectiveness of the Cloud when reprocessing data, with significant savings for the Agency. Our capacity and knowledge of the Cloud have helped many organizations and ourselves to transform their business. The Server Labs is a SME, and we believe we have a competitive edge by using the Cloud, as we have capacity to implement solutions that in the past were only the prerogative of large companies, those ones with the financial capacity to buy expensive hardware and licenses for services. We can do the same by using and scaling our capacity with our cloud providers and trusted partners, including security services. Currently, we work with Amazon Web Services, Microsoft Azure, Google, CloudSigma and UKCloud for the UK Government, and we have references with all of them in different projects, industries and problem scenarios. The Server Labs brings many years of hands on experience in IT architectures, software development and integration technologies, and now in the Cloud, we enable our customer to benefit from the Cloud at all levels, from software to infrastructure, to build a myriad of solutions with the idea to meet current and future requirements. Our customers belong to different verticals, such as Space, Science, telecoms, finance, Aviation, transport, Government, Health and all types of commercial startups. Technology is our focus and this is now at the core of any business or organization. Moreover, we can reuse lessons learnt in one industry and bring that for the benefit of another industry, leveraging this way our experience cross industry. Particularly, our experience and involvement with Space related organizations, such as ESA European Space Agency at ESAC and ESOC sites mainly, and EUMETSAT European Organisation for the Exploitation of meteorogical satellites, will hopefully be very valuable for the activities we are pursuing currently in ECMWF European Centre for MediumRange Weather Forecasts, and that are being described above in this document.
