Engineer, Ground Systems Island of Man Douglas Your Job Based in the Isle of Man, the Ground System Engineer will implement and provide operational support for ground stations and systemsprocesses for the Isle of Man and teleports abroad which are used to enable SES spacecraft deploymentsoperations as well as to deliver services to SES customers. The post holder will design, analyze, specify, implement and enhance SES Tracking, Telemetry Control and Teleport Communications Systems as well as the Ground Control Monitoring Systems that SES requires in order to fulfill its multiple satellite missions. The post holder will maintain and enhance Spacecraft Operation Control SOC infrastructures and associated baseband systems. The successful candidate will lead andor support the above tasks for SES SL ground stations as well as for other SES entities located abroad. This position will require the post holder to travel up to 50 of their time. Perform project management activities over the full project life cycles of the ground systems and SOC including collectiondefinition of the requirements, tracking the schedule and budget, leading procurement activities and performing the associated oversight with selected vendors, providing 2nd3rd level operational support, implement contract auditing and supporting GISTP for 3rd party Teleport Contracts for SES satellites as part of standard operating procedures Deliver clear, concise, timely and constructive strategic or technical guidance and cooperative support to peerscustomers in and outside the company as an established expert in the ground engineering field and act as a trusted representative of the company including 1st level support for the Isle of Man Teleport and other Teleports as required by other SES entities. Your Experience Sound analytical skills, innovative mind, coordination priority setting, problem solving. Project time management, critical tasktactical related decision making. Negotiation skills, assertiveness and ability to seek working solutions within program constraints. Vendor relation skills and diplomatic skills as well as the ability to provide practical conclusions. Good knowledge on electrical power systems, cooling systems and civilstructural engineering. Fluency in written and oral English. Other languages considered as assets. Qualifications University degree BSMS in ElectricalTelecommunications Engineering or equivalent. Summary We are looking for System Engineers to support system engineering activities for Data Processing systems, MultiMission systems and Ground Segment level systems for existing and future missions. Responsibilities Duties The system engineering tasks will be performed in the Data Processing System and Application team at EUMETSAT, where you will work close to the EUMETSAT staff engineers in order to Support, review and check the Overall Ground Segement OGS activities by external contractors and suppliers including PDRs, CDRs and acceptance reviews and tests. Support all general relevant OGS and System activities. provide training through written materials, practical demonstrations and presentations to e.g. controllers, analysts and engineers. perform requirements engineering in DOORS for related data processing requirements including the review of specifications and the refinement of existing requirements, their uptraces to parent Ground Segment specifications, justifications and verification methods. Support the OGS evolution. support external suppliers on the major evolutions of these systems and in particular, for the overall operational ground segment, the maintenance of related system and subsystem level architectural design documents and Interface Control Documents as well as contributing to ground segment Integration, Verification Validation IVV activities at the level of test plan definition, test specification and test coordination Qualifications Experience Who are we looking for? You have a university degree or equivalent in a relevant discipline such as IT, Astrophysics, Physics, Meteorology, etc.. You have at least 3 years of relevant experience in the development and design of data processing systems for Earth Observation. Ideally, you have worked withwith L1L2 processing software for Earth Observation missions. Essential Skills Experience of full development cycle of large systems, from the definition of requirements to system design and testing Experince and knowledge with Configuration Control processes and tools Familiarity with the ECSS CCSDS standards. Apability to prepare system requirements and design documents, and to perform systemlevel analyses for complex satellitebased systems Experience in writing technical requirements according to ECSS standards Experience in a higher coding language CC, Fortran, etc. Experience and knowledge in requirements engineering processes including the relation between different requirements, ICDs, desing and testing documentation. Very familiar to work with UNIXLinux operating systems. Within the Ground Stations Competence Area CA of the System Engineering and Projects Division SEP, the Ground Stations System Engineer will provide ground station engineering support to the development of future satellite systems, in particular the EUMETSAT Meteosat Third Generation MTG and Polar System Second Generation EPSSG and JasonCSSentinel6, and to operations of the existing Meteosat Second Generation, the EUMETSAT Polar System and Jason3 systems. DUTIES In support to the development or upgrade of Ground Stations Lead the specification and requirements definition activities Contribute to procurement and followup the contractors development activities Followup the Assembly, Integration and Tests of new ground stations procured from industry, and lead on site acceptance testing Lead the definition, execution and evaluation of tests for upgrades or refurbishment of ground stations Define and validate with ground segment, system development and operations preparation teams an adequate transition plan from ground station acceptance to entry into operations, including contributions to relevant ground segment and system Integration Verification and Validation tests Lead the definition and control the implementation of integrated maintenance plans for ground stations Support the Ground Stations Competence Area Manager in defining long term plans and roadmaps to harmonise Ground Station engineering, maintenance and evolutions across all EUMETSAT satellite systems including associated processes. Candidates must be able to work effectively in English and have some knowledge of French. SKILLS AND EXPERIENCE University degree or equivalent in a relevant discipline. Proven experience in ground stations engineering following well established system engineering processes covering the full development lifecycle, and relevant technical standards e.g. ECSS, CCSDS Competence and infield proven experience in the area of Ground Stations Assembly Integration and Test and integration of ground stations into ground segment and endtoend satellite systems Experience in ground stations maintenance Understanding and experience in the management of industrial contracts in the area of ground stations engineering or development will be considered an advantage Some experience in the management of teams and projects. Experience of communicating and teamworking, preferably in a matrix environment EMPLOYMENT CONDITIONS The initial contract will be of 4 years duration, with subsequent 5year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,612 per month net of internal tax which may be negotiable based on skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
