For our activities in EUMETSAT, we are currently looking for three Communications and Networks System Engineer. Main responsibilities You will provide prime support to the Comms Team and will contribute to the requirements specification, design and development of Comms Systems, including the setting up of the related maintenance arrangements and processes. Your tasks will typically include but are not limited to Support to procurements of customerled network services and systems Contribute to requirements specifications and statements of work Participate in the evaluation of offers for network services and systems Lead and implement the migration of existing operational programmespecific and shared facilities from their current legacy networks to the consolidated network infrastructure at EUMHQ Upgrade the EUMETSAT networks in remote sites Support and contribute to the development of network solutions for future programmes Demonstrate how system architecture and design parameters and deliveries will meet requirements, through the effective design and implementation of testing and other verification processes and procedures. In the performance of these tasks, you should apply the EUMETSAT configuration and change control procedures. This is in addition to application of the relevant system engineering standards, quality management procedures and maintenance procedures. You are expected to generate and maintain detailed documentation in English as an essential part of the tasks above. This may comprise writing and reviewing requirement and design specifications, change proposals, preparing documents supporting procurements, reviewing data packages belonging to technical inspections and reviews, writing and reviewing the asbuilt communication and network solution specification, writing reviewing test reports and overall status reports. You will assume and maintain the following roles and responsibilities within the Team Ownership of customer communications systems needs Prime interface and point of contact for ensuring customers needs are understood and translated to technical specifications and constraints Owning the responsibility to identify gaps between what the customer requires and the policy and technical constraints that may need to be mitigated e.g. security policy adherence Leading the rollout of customer solutions within the project programme and being the liaison between the Comms Team and the ProjectProgramme throughout Obtaining and ensuring customer buyin and joint ownership of deliverables Ownership of the network performance and management solution delivered and the servicesolution quality delivered to the customer Actively contribute to the substantial scheduling challenge integrating the project schedule with other schedules through liaison with multiple stakeholders to ensure that project requirements are met, whilst facilitating the most effective deconfliction with existing network operations for operational systems. Ideal candidate Requirements In addition to having a University degree in a relevant engineering discipline, you should demonstrate significant knowledge and a minimum of 5 years direct experience in the area of specification, design, implementation, verification and maintenance of communications systems. You should have skills and experience in the following areas Domain Skills Understanding and translating the business needs imposed by satellite ground systems environments or similar on networking, and the delivery of an associated network infrastructure along with functions and systems that are demonstrably viable and optimal to meet the stated requirements. A demonstrable ability to analyse complex systems and present them in a comprehensible way to across other technical and managerial domains, with the specific ability to understand and communicate the relevant detail whilst maintaining focus on the overall systemwide aspects Experience with estimating and scheduling of multiple concurrent technical activities such that milestones and their likely achievement can be communicated Communication skills, in terms of experience in authoring technical and project documentation, and then being able to present it to a broad audience in English. Development, Verification Maintenance Skills You should demonstrate substantial recent direct experience with all aspects of network engineering within a comparable ideally satellite ground system and ICT communications system lifecycle. This should include for example identification of needs to deployment, operations and eventual decommissioning, and explain how those skill and experience would be directly relevant to meeting the requirements of the position. Supporting examples should be provided of recent experience where such skills have been deployed. This would include experience with mature change, configuration, capacity and problem management processes and systems. Evidence of having worked with customers and stakeholders to extract and document business or crossdomain requirements, translating them into technical formal communications requirements for delivery within a project methodology Experience in the design and delivery of test plans such that deliverables can be validated against their likely ability to meet stated requirements. Technology Skills Internet Protocol network design, specification, documentation, testing, fault finding, and evolution Indepth knowledge of Cisco design methodologies, technologies and solutions ideally including enterprise WLAN infrastructure. It will be beneficial if the key person holds current Cisco certifications or equivalent Familiarity with the trend to virtualise the above technologies and to recommend and justify when and why such approaches may be optimal, in addition to then deploying and supporting them e.g. SDNs Security skills associated with securing the communication system e.g. next generation firewalls, VPN, intrusion detection and prevention, strong authentication Skills appropriate to associated domains e.g. computing clientserver, storage, dissemination Network performance monitoring in terms of both the network and the applications systems it supports in terms of supporting fault finding, documentation, performance tuning, capacity and configuration management etc. Familiarity with IP based Telephony Systems The official languages of EUMETSAT are English and French. The working language for the position is English and therefore you must be able to work effectively in this language. You should also be assessed for the following skills and qualities Working proactively with the minimum of supervision in an individual or team environment Conducting activities in an orderly and disciplined manner, working calmly and correctly under stress Working in teams and sharing expertise and experience with other team members Able to commit to the plan and deliver the expected results on time or to report proactively if any deviations are foreseen Take ownership of problems through to effective resolution ITIL and direct experience in change and configuration management Some knowledge of German not mandatory. Skilled in scripting in Bash, Python, HTMLCSS, and PHP. Experience in supporting and managing web services. Minimum 3 years of LinuxWindows system administration experience. Excellent knowledge of TCPIP network administration troubleshooting. Good knowledge and experience with open source software Samba, Postfix, BIND, ISC DHCP, NFS, PostgreSQL, MySQL, Apache.
