System Operations Engineer Mission Performance Team 1613136 Job Description We are looking for a System Operations Engineer for our client EUMETSAT. You shall provide support to the mission performance of the MSG Ground Segment and the EPS Overall Ground System OGS, as well as their evolution and that of future programmes. Your main support duties will center on System operations in a realtime operations environment Endtoend operations monitoring User messaging systems configuration and operation Configuration of event monitoring and endtoend monitoring systems Monitoring infrastructure configuration and operation Multimission element and infrastructure operations Mission Performance System Evolutions for existing and new programmes, in particular for EPSSG and JasonCS. The role comprises a range of tasks including the provision of support to the routine operation of the LEO GEO ground segments, as well as their evolution to include new programmes and system operations. You will provide support to the development and operations preparation for recurrent satellites in existing operational programs e.g. MetopC and MSG4, and for future operational programs now in development including Sentinel3, MTG and EPSSG. You will also perform routine operations tasks, such as Definition, configuration and maintenance of endtoend monitoring and reporting systems Definition and maintenance of system operations procedures, including system and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison with the ground segment facility operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes etc. Support to the definition of Operations Service Specifications Interface with the systems maintenance teams and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes to the mission performance systems Processing of mission performance related system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in technical meetings, formal reviews, and scheduling and planning meetings Required Skills and Experience A university degree or equivalent in a relevant technical discipline At least five years experience of endtoend system operations in a realtime spacecraft operations environment Experience at least three years in the operations preparation and routine operations of Geostationary GEO and Low Earth Orbit LEO satellite systems At least three years work experience in the operation and configuration of endtoend monitoring and reporting systems for Earth Observation data processing ground segments At least 3 years experience in the definition, development, integration and acceptance testing of mission data monitoring systems At least three years work experience defining and implementing the verification and validation of ground segment systems Desirable Skills and Experience In an operational context, the following would be a distinct advantage Experience of procurement phases for new programmes Experience of configuration and monitoring using NAGIOSOP5 Experience of software and system testing Experience with the definition and analysis of operational user requirements Experience of using configuration management systems such as CVS Familiarity with ECSS and CCSDS standards related to spacetoground interfaces and applicable to Satellite Monitoring Control Systems Packet Telemetry and Telecommand standards, PUS Packet Utilisation Standard, etc. Windows Unix Linux operating systems Work Location Darmstadt, Germany Dates Application Deadline 23 September 2016 Start of Work November 2016 Important Notes Before applying to this position, please read the page Notes to Applicants on the Solenix website under Career. Job description For our customer, EUMETSAT in Darmstadt, Germany, we are seeking an experienced Ground Segment System Support Engineer. You will be supporting all activities related to three different phases in the life cycle of EUMETSAT systems. Phase B includes Architectural and Preliminary Design as well as various stages of the Detailed Design. Phase C regards the definition and development of a given programme e.g. JasonCS and phase D Integration, Verification and Validation in the area of ground segment engineering and architecture. Responsibilities Typical overall areas of responsibilities are Requirements engineering Design definition Technical analyses Technical tradeoffs for assessing dependability, effectiveness, risks, efforts and planning Planning of integration and verification, which final objective is to demonstrate that the deliverables conform to the specified requirements. In more detail, all necessary support activities will be provided in particular phases of the EUMETSAT systems life cycle, consisting of Phase B Support in refinement, management and maintenance of the GS system requirements in its Ground Segment Requirements Document, including analysis of the system level requirements, requirements tracing and justification Support in refinement and maintenance of the ground segment functional, operational and data model Support in defining the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment views, and generation of the associated architectural design documentation Performing analyses architectural tradeoffs, technical budgets, design to costeffort and risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents Support in the decomposition of the GS System into procurementdevelopment elements, COTS and reusable components including allocation of requirements and functions from GS system level. Contribution to the element level requirements, especially requirements common to all elements and recommended technologies Support in defining the GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs Support in generating IVV related concepts and documents, including preliminary integration and verification plans and verification control documents VCDs Support in preparation of the documentation for the GS Preliminary Design Review PDR and the review itself, as part of the ground segment project team, i.e., providing answers to and supporting the resolution of issues raised. Phase C Support in completion detailed design of GS components, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support in management and maintenance of the requirements baseline and defining MME Services, on the basis of capabilities needed by the Programmes GS Support in closure of actions raised at the GS PDR and other check points which might be identified in the detailed design phase Support in defining requirements and interfaces for the components of the GS Support to studies internal or external and the evaluation of their results, and relate engineering proposals for the ground segment detailed design, Support in preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. Phase D Analysis of deliverables for conformance to existing requirements and specified test procedures, Support of the integration, verification, and validation IVV of the Ground Segment elements into the overall Ground Segment system, Support in following up on all segment level development and testing activities and status, and participating in meetings and reviews as necessary. This is a fulltime position with a planned starting date on 01. January 2017. You will be nominally based at EUMETSATs facilities in Darmstadt, Germany, but shall be in a position to travel within Europe or worldwide, if required. Furthermore you shall be able to attend reviews and progress meetings outside of EUMETSAT premises on a short notice. Qualifications Competencies Applicants shall have an university degree, in the domain of engineering, science, or other suitable qualification and be able to demonstrate 5 years of experience in the following areas and disciplines Essential skills are Extensive experience in the specification, design including functional analysis and modelling, implementation, integration, and verification of large and complex Earth Observation ground segments Experience in the preparation of ground segment requirements and design documentation Experience in management and traceability of complex requirements structure, and preferably experience with DOORS Experience in use of modelling and design tools in support of architectural design activities preferably CORE, or Enterprise Architect Detailed knowledge of at least 3 of the following and a good overview of the other systems and related technologies i Near RealTime Data Processing chains, ii Ground segment endtoend monitoring system, iii Data Archive and Retrievals, iv Data Distribution, v IVV, Excellent oral and written communication in English The following experience would be an additional asset Experience in Networking and Communications and Ground Stations subsystems Experience in system engineering formal practices and processes, especially in the field of space systems engineering, including knowledge of ECSS standards and system life cycle processes You shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan your work and cope with tight schedules and multiple tasks. You shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important.
