GNSS Standardisation Engineer

THE GSA AND GALILEOEGNOS SERVICES ENGINEERING The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. The EGNOS and Galileo services teams are in charge of managing the exploitation phases of the EGNOS and Galileo programmes. TASKS AND RESPONSIBILITIES The GNSS Standardisation Engineer will actively contribute to the definition, implementation and adoption of the EGNOS and Galileo services for various market segments, focusing on standardisation activities required at system level and user level. The job holder main tasks and responsibilities in principle will be Elaborate and maintain the EGNOS and Galileo standardisation plan, and coordinate GSAs activities with those of the European Commission, the European Space Agency and the Service Providers Contribute to the establishment of operating concepts with the user community, define typical equipment applications and operational goals, then develop and maintain the EGNOS and Galileo user segments requirements incl. Minimum Operational Performance Specifications Drive the standardisation of the EGNOS and Galileo services and receivers within the different user communities and standardisation fora including in particular EUROCAERTCA, IALA, RTCMIEC and support the representation of EGNOS and Galileo Programmes in ICAO and IMO Develop common service provision concepts and interfaces with the other SBAS Service Providers in close coordination with the EGNOS Service Provider Coordinate the work of contractors in support of the above activities Manage the GSAs standardisation activities Procurement and Grants Prepare Statements of Work, Technical Specifications and other related documentation Support the tendering procedure preparation, launch, award Follow the execution of the activity Liaise with other GSA departments as needed Security, Quality Assurance and Project Control Market development, regarding the collection and implementation of user needs into Galileo services Legal Procurement and Finance, for procurement related tasks Support the EGNOS and Galileo Services teams and contribute to any other tasks as necessary. MINIMUM QUALIFICATIONS The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more OR A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years In addition to the above, appropriate professional experience of at least six years after obtaining the required diploma Be a national of a Member State of the European Union or Norway Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post APPLICATION PROCEDURE In order to be considered for this position, candidates need to create an account by registering via the GSA erecruitment tool. Location ESTEC, Noordwijk, The Netherlands Description Standardisation Principal Engineer in the Requirements, Standards Engineering Knowledge Office, Product Assurance Safety Department, Directorate of Technology, Engineering Quality. The Office provides functional support to ESA in the fields of standardisation in all engineering, quality, sustainability and management fields, as well as knowledge management at Directorate level. Duties Reporting to the Head of Office and within the abovementioned technical fields, the main tasks and responsibilities include developing overall standards including planning stages and maintaining existing standards, incl. capturing and integrating feedback from the standardisation programme as a whole ensuring organisation of and providing the secretariat to ECSS TA incl. preparing status report on Office activities liaising with senior partners from industry and representatives of national agencies supporting the Office Head in the generation of annual work plans including verifying suitability of new work item proposals managing the evolution of LEAS List of ESA Applicable Standards maintaining and developing standardisation infrastructures web site, portal, shared drives supporting DOORS activities maintaining and ensuring availability of the DOORS database to standard under TAECSS SB supervision supporting the ESA TA representative in applying ECSS to ESA projectsprogrammes. Duties may also include supporting other activities within the postholders field of competence. Technical competencies General background and specific experience in the technical domains covered by the position Understanding of related technologies, RD trends and the industrial landscape Experience in the preparation of procurement activities for technology development and innovation statements of work, proposal evaluation, etc Experience in the management and monitoring of industrial activities, including participation in reviews Experience with Space Engineering Standards and their preparation and implementation Behavioural competencies Communication Teamwork Problem Solving Results Orientation Planning Organisation Continuous Learning Additional requirements Experience in Standards development in an international environment preferably ECSS Experience in Standard application within the frame of national agencies or industry Experience in space system engineering or quality area Ambassadorship Negotiation skills in particular when influencing has more importance than contractual relationship. Education A Masters degree or equivalent qualification in engineering or science and experience in Standardization is required. Other information For behavioural competencies expected from ESA staff in general, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. The Agency may require applicants to undergo selection tests.
