Satellite Payload Operations Engineer MW

The Key person shall work in the Operations and Services to Users Department as part of the Meteosat Satellite Operations Team in the FLO Division and they shall report to the Payload Team Leader inside the Meteosat Satellite Operations Team. The Key person shall support one or more of the routine operations of the above payload subsystems of the inorbit MSG satellites and the operations preparation for the payload subsystems of MSG4 either as prime or backup engineer. At a later stage and as required, the Key person will support the Operations Preparations of the MTG satellites. The tasks of the Key person will be carried out mainly at EUMETSAT facilities in Darmstadt, but travel within Europe may be required for certain activities. TASKS The key person will be integrated in the Meteosat Spacecraft Operations Team. Hisher tasks in the area of the spacecraft payload subsystem and also some platform routine operations and operations preparation will typically include Familiarisation with the Meteosat satellite design and existing operations procedures as necessary Support the conduct of routine operations of the inorbit MSG spacecraft and commissioning of MSG4. Provision of Satellite Operations Engineer SOE oncall service Performance evaluation and trend analysis to monitor the inflight behaviour of the spacecraft payload, including support to yearly and specific operations reviews for payloads and platform e.g. eclipses, manoeuvres, decontamination, etc Contribute to the maintenance of o Automated and Manual procedures, o Operations database, o Special operation instructions, o Other operational documentation e.g. SOE Guide, Contingency Ops Guide, etc for the preparation and execution of System Validation Tests, commissioning and onorbit satellite operations Support for the maintenance of the MSG Flight Operation Manual Satellite simulator maintenance support and provision of the necessary input to the simulator maintenance team Support to the satellite monitoring and control facility maintenance team to ensure that the facility, including the telemetry analysis tools, is always fit for its purpose Participate to the activities related to the MSG Routine Operations Support provided by the MSG satellites manufacturer particularly in the technical area of the MSG payloads Analysis and investigation of operational events and anomalies particularly relating to the operations of the MSG Spacecraft platform and payload and associated ground segment elements o Preparation and production of routine reports as necessary o Participation in the preparation and specification of system updates o Preparation of technical notes and attendance at technical meetings and reviews o Preparation presentation of Flight Ops Team training material wrt SC Operations o Contribution to the MTG system operations concepts for SC operations related topics. Support, as requested, the specification and reviews of the different operations related elements of the MTG system including satellites and ground segments. Support the MTG operations preparations activities, mainly at Space Segment level but including also Ground Segment aspects Support, as requested, the satellite simulator development procurement followup and maintenance and provide the necessary input to the simulator team. Review technical notes and attendance at technical meetings and reviews Participation to the definition and execution of the Operational System Validation activities such as SVTs, rehearsals and the necessary training activities for the various operations personnel prior to system commissioning. Contribute to the definition of MTG commissioning activities. PROFILE In addition to having a University degree Masters Degree or equivalent in a relevant discipline, the Key person shall have a minimum experience ofone year in spacecraft operations. Furthermore, it would be a distinct advantage for the Key person to have experience with some of the following Routine spacecraft operations in general Operations preparation of a satellite project Operations familiarity with spacecraft imaging payloads. Our client is looking for a Satellite Payload Consultant to be resident in Kamakura Japan starting end of 2014. Qualification and Experience The Payload Consultant has over ten years of experience andhas extensive background in monitoring satellite payload programs including data review, problem resolution, review of issues and documentation, schedule assessment, and verification of manufacturers compliance to customer contracts including Statement of Work, Spacecraft Technical Specification, Product Assurance Plan and Integrated Test Plan. General The Payload Consultant will be Resident in the premises of the Satellite Manufacturer and will perform under the Client management certain engineering services as further described below in support of the procurement of the spacecraft and launch vehicle. The Payload Consultant will provide an adequate support during a thirteen months period. The Payload Consultant will provide oversight support of the Payload construction and test phase, including unit level, Communications Module level and spacecraft level activities. Spacecraft Payload Management The Payload Consultant will, under the Client Management, monitor the progress of the payload and system design, construction, and integration at the manufacturers facility. He will assess the manufacturers design, manufacturing processes, and quality practices and provide recommendations that result in the delivery of a more reliable payload. Special emphasis will be placed upon the establishment of hardware family performance evaluation processes, lessons learned, and adequacy of test and process nonconformance corrective actions. Scope of Services The following sections provide examples of tasks to be performed during program oversight. Spacecraft Design Unit Production Phase tasks Review payload specifications. Work on proper flowdown of System Specification to Payload subsystem and Payload unit requirements by reviewing performance budgets and analyses. Participate in layout processes considering key design elements to evaluate satellite payload system performance with margin. Appraise all payloadtobus interfaces. Assess redundancy schemes and check that they are set up in the best way for the SC Operator. Assess heritage and qualification status for all units. Participate in unitlevel Preliminary Design Reviews PDRs and Critical Design Reviews CDRs, if applicable. Participate in Configuration Control Board and Change Review Board meetings. Review Telemetry and Command list. Review qualification and acceptance test data of all units. Participate in unit selloff meetings. Participate in systemlevel PDRs and CDRs. Provide expectations for content to Manufacturer ahead of time, and then review packages before the meeting to check for completeness. Payload and TC RF Subsystem Monitor payload design, manufacturing, assembly and test activities. Review payload and TC block diagrams and panel layout during the design phase. Audit the work in progress, to check that the contractual Product Assurance requirements are met and that tests are correctly conducted and the performance specification requirements are met. Establish and maintain the payload systems key information including payload performance budgets antenna design and coverage EIRP and GT budgets, payload power, mass and thermal dissipation, and telemetry and command assignments of the payload section for the spacecraft. Review the Manufacturers budgets on a regular basis. Review the design andor existing documents in order to determine the status of the hardware. Review test data generated by the Manufacturer, and trend key performance parameters. Review payload and TC sections of the onstation operational procedures. Spacecraft Subsystem and System Test Phases tasks Review Test Requirements Document, including a detailed look at test matrices for each test phase. Provide payload subsystem and payload system test support, including data review and participation in troubleshooting activities. Review System Summary and provide comments as applicable. Participate in Spacecraft Preship Review. Provide content expectations to Manufacturer ahead of time, and then review package before the meeting to check for verify completeness. Participate in In Orbit Tests. General tasks Participate in anomalynonconformance reviews and failure review boards, with emphasis on long term corrective action Attend weekly program reviews. Review overall payload program schedule and recommend corrective actions if required. Review Payload contract deliverables for completeness. Review for completeness all test data to be provided to The Client. Confirm proper closure of action items generated at PDRs, CDRs, TIMs Technical Interface Meetings, if applicable and program reviews. Review Compliance Verification Matrices throughout the program, checking for completeness and compliance for items related to the Communications Payload. Provide recommendations regarding specification changes andor waivers requested by the Manufacturer. Support Failure Review Board and Change Review Board meetings.
