The European Global Navigation Satellite Systems Agency GSA has set up a selection procedure that aims to establishing a reserve list for Information Security Officer. The Information Security Officer will belong to the GSMC Technical team reporting directly to the GSMC Technical Manager. Heshe will assist the GSMC Technical Manager as well as the GSMC Manager in the discharge of their responsibilities regarding the protection of EU Classified Information EUCI at both GSMC sites in compliance with the relevant legislation, implementing acts and instructions from relevant stakeholders. The tasks and responsibilities shall in principle include without limitation o Ensure the availability of any GSMC Local Security Operations processes necessary for the GSMC to fulfil its mission. Lead, manage and perform those processes associated with change management of security policies and procedures as well as accreditation Site and System Security Accreditation process Apply and implement the security requirements to the GSMC, determine the security design and contribute to the security accreditation of the systems. This comprises the delivery of related accreditation requests and contributions of the GSMC for all registriesIT systems needing accreditation Local Security Engineering process The lifecycle of activities that lead to the production setting of new or modified local security operations support processes. Starting from the evaluation of analysis of new applicable local security requirements to the GSMC andor evolutions request, scoping the related security requirements for implementation and input to new technical requirements if required to support such new security requirements, ensuring the implementation thereof direct contribution or monitoring third parties, up to the validation and in operations setting of such local security operations processes evolutions. It shall include the contribution to definition of security policies, processes and procedures regarding global security environment, local security environment and electronic ICT security environments Technical Engineering processes Contributing from a security standpoint to requirements definitions and design of technical infrastructures with a strong emphasis on ICT systems e.g. firewalls, VPNs, tokens, certificates, avoidance of threats like virus spreading or denial of service attacks, event logging, even detection and log analysis o Lead the necessary coordination of other GSMC security staff activities and processes such staff remaining directly responsible for the performance and evolution of their respective processes and procedures Security Schedule Management and Task Monitoring Process Plan for and maintain the schedule of deliveriesmajor associated workload, and monitor tasks progress status of other staff relating to local security operations and engineering supporting processes. Ensure the controlling of the security procedures by himselfherself or through the audits done by other personnel SecurityAudits and awareness contributions Planning, preparation and execution of various audits to monitor the compliance of the organisation towards external requirements, internal security policies, processes and procedures, and security related technical requirements including penetration tests Lead and organise regular security staff coordination meetings, preparing minutes of meetings and tracing the associated individual tasks o Liaise with relevant authorities and partners, in particular with Bodies in charge of the various accreditationapproval of the GSMC. As of 2016, this entails four areas local site accreditation and Critical National Infrastructure operators with national authorities, Galileo system accreditation with the Security Accreditation Board, and the GSA Security Department regarding GSMC IT systems The Central Security Office in the GSA Headquarters which defines the policies and establishes instruments to ensure that the security rules are respected and the security policies are consistently applied throughout the Agency Leading or participating in working groups in relation to the above duties o Ensure the overall security structure of the GSMC and the implementation of the GSAs security policy, including security awareness within the GSA, effectiveness of the GSMCs internal security controls, monitoring of the Security of the communications infrastructure, network assets and database infrastructure of the GSMC looking for signs or marks which could be understood as internal or external violation of the system o Security Support Services Contract Management Drafting terms of reference for each specific contract in relation to the post duties, managing such contracts services approving invoices, and managing budget planning and use, ensuring regular reporting and action tracking, establishing jointly detailed working procedures at the interface of GSMC staff duties o Performing other relevant duties as required. Language use The above tasks and responsibilities will be conducted in the o English language most documentation and interactions with GSA staff and other personnel coming to the GSMC site, as well as Galileo program stakeholders o French language relationships with French authorities and CampsdesLoges personnel, managing the guarding contract and interactions with guards, personnel of contractors involved in facilities management services The Information Security Officer shall be available for regular oncall duties outside normal working hours availability by phone with ability to come back to the site within predefined elapsed times that will be established to meet operational external requirements the duties associated with such oncall shall be of a nature similar to those of the main duties of the post, but will also include a wider set of activities aimed at ensuring the security and technical availability of the site focussing on feared events and their related initial reaction procedures. Heshe may at a later stage be requested to perform team management of other GSMC security staff currently reporting to a GSMC Manager. In times of crisis during which GSMC activities need to be reinforced heshe might be required to be a member or contribute towards the Emergency Management Committee until the end of the crisis. The postholder may be required to obtain and maintain a certification for the related duties. Working location The Information Security Officer initial work location will be the French GSMC site. However the duties of the post encompass equally the integral local security processes of both GSMC site. The job holder may be requested to go on frequent missions and have temporary detachments to other GSA premises UK and Czech Republic to perform similar tasks to those in France including backup type of duties. DUTIES The postholder will report to the Head of the Radio Navigation Systems and Techniques Section. The incumbent will be in charge of defining and running Security Operations SECOPS for the Public Regulated Service PRS Laboratory and will be the main interface with the TEC Security Officer, the ESA Security Office ESO and the Galileo Security Office GSO. In addition, the postholder will be responsible for the maintenance of the laboratory infrastructure and will be the focal point for securityrelated matters in the division. In this role, the incumbent will be required to advise and debrief the Head of Section and the Head of Division on a regular basis and as required by operational exigencies. The GSMC Security Implementation Officer shall contribute to ensuring the protection of EU Classified Information EUCI and crypto material at the Galileo Security Monitoring Centre GSMC UK site in compliance with the relevant legislation and Implementing Acts. Heshe shall perform tasks of registry control of EUCI and crypto materials. Heshe shall also perform tasks of site physical protection and control, which will include the daytoday service interface with the security personnel of NATS National Air Traffic Service, as the GSMC UK is located within NATS premises in Swanwick. The GSMC Security Implementation Officerwork location will be the UK site. However the job holder may be requested to go on frequent missions and have temporary detachments to other GSA premises France and Czech Republic to perform similar tasks to those in the UK. The GSMC Security Implementation Officerwill belong to the GSMC Technical team, reporting to the GSMC Technical Manager. EUCI Registry management heshe is responsible for the administration and upkeep of the GSMC classified document registers and for the day to day administration of classified documents.
