For our activities in EUMETSAT, we are currently looking for a Ground Segment System and MME Engineer to assist the Systems Engineering and Projects SEP Division, performing system engineering and design activities at Ground Segment system level either for evolutions of operational Ground Segments or as new designs for under development Ground Segments and of evolutions of operational MultiMission Elements MME. The position will be covering expert support in several system engineering areas and disciplines covering requirements, architectural design and detailed definition of ground segment subsystems, addressing their functions, performance, interfaces and operations. The key person will support engineering activities defining the ground segment for the Jason CS system and will work in a multidisciplinary team reporting to the SEP System Engineering Group Leader. The tasks of the key person will be carried out mainly at EUMETSAT facilities in Darmstadt, but travel within Europe may be required for certain activities. Tasks and Responsibilities The key person will carry out tasks which support activities related to two different phases in the life cycle of EUMETSAT systems. They will correspond to Phase B Architectural and Preliminary Design of a given programme under definition and development i.e. JasonCS in the area of ground segment engineering and architecture, and Phase CD Detailed design and Development of the designs and developments of MultiMission components approached as evolutions of existing operational systems to adapt them to the needs identified by programmes under development. The ground segments of EUMETSAT programmes consist of TTC and payload acquisition ground stations, mission management and control systems, data processing for products generation and archiving facilities, data dissemination facilities and the associated network fabric elements supporting data distribution and circulation. The key person will perform typical system engineering activities such as Requirements engineering, which consists in functional and performance analysis for justification and validation, requirement allocation, and refinement and maintenance of the requirements baseline Design, conceptual build and configuration which results in a physical architecture, described by its complete functional, physical and software characteristics System analysis, which is performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness Performance of trade studies for assessing effectiveness, risk, cost and planning Planning for integration and verification, which final objective is to demonstrate that the deliverables conform to the specified requirements. The Key person, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase B Support the generation, refinement, management and maintenance of the GS system requirements in its Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification Support the refinement and maintenance of the ground segment functional model Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation Perform analyses architectural tradeoffs, technical budgets, design to cost and risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of multimission components, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support the management and maintenance of the requirements baseline and MME Service Definition, including for changes, deviations and waivers and evaluation of impact on element baselines Support to MME component level activities, especially review of components designs, ensuring coherency and consistency between the elements supporting the services Support to finalisation and subsequent maintenance of the MME interfaces with the components of the ground segments architecture Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews Participation in reviews and meetings at system, ground segment system and element level Support to the preparation and maintenance of schedule, resource allocations and work breakdown structures for the GS system engineering activities. Requirements Essentials The key person shall have a university degree or equivalent in the domain of engineering or science, together with at least 5 years of demonstrated experience in the following areas and disciplines Extensive experience in the specification, design including functional analysis and modelling, implementation, integration, and verification of large and complex Earth Observation ground segments Experience in the preparation of ground segment requirements and design documentation Experience in system engineering practices and processes, especially in the field of space systems engineering, including knowledge of ECSS standards and system life cycle processes Detailed knowledge of at least 3 of the following and a good overview of the other o Near RealTime Data Processing chains, o Ground segment endtoend monitoring system o Data Archive and Retrievals, o Data Distribution. Fluency in English is required. Desirables The following experience would represent additional assets Experience in Networking and Communications and Ground Stations subsystems Experience in management and traceability of complex requirements structure experience with DOORS administration Experience in the use of modelling and design tools in support of architectural design activities e.g. CORE, Enterprise Architect Experience in Model Based System engineering techniques and tools. The Key person shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan hisher work and to cope with tight schedules and multiple tasks. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. Heshe shall be willing to work in a team of engineers and in cooperation with industry and partner agencies. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering. At least five years of relevant professional experience is required. They should have knowledge and experience of modern engineering technologies, methodologies and tools. Knowledge of Service Oriented Architecture SOA and Systems of Systems SoS frameworks would be an asset. They should also demonstrate knowledge of satellite communications, satellite navigation and satellitebased Earth observation. The ability to understand and respond to user needs is important for this post. Knowledge of business planning and business case evaluation is desirable. The postholder will be required to work in a diverse and international environment liaising with engineers in and outside the Department. Excellent team spirit, communication and relationshipmanagement skills are therefore required, together with a proactive attitude to problemsolving and the ability to deliver solutions in line with agreed objectives. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language.
