The European Commission today agreed to make cellphone roaming charges illegal beginning in 2017. The change in law means European wireless network operators will not be allowed to charge roaming fees for customers who travel across the 28-country continent.

Europe agrees to end roaming charges in June 2017

(Telecompaper) After years of negotiations, European member states, the European Parliament and the European Commission have finally agreed on an end date for roaming charges following trilogue talks on the proposed Telecoms Single Market package. Roaming fees will be abolished on 30 June 2017, although they will be subject to a fair use policy to prevent abuses. In addition, from 30 April 2016, roaming fees will be capped at EUR 0.05 per minute for calls, EUR 0.05 per megabyte for mobile data and EUR 0.02 per SMS.

EU Council unable to agree on roaming proposal

(Telecompaper) The EU council at its meeting 11 June failed to reach agreement on what remains of the Connected Continent legislation, covering roaming and net neutrality. The differences with the European Parliament appeared again too great. The member states aim to take a step in roaming and proposed a technical plan adjusting the retail price cap to a lower level. A small amount of volume from domestic price plans would also be allowed for customers to 'roam like home' when elsewhere in the EU. Opinions on net neutrality are still widely diverging, with discussions in recent months unable to reach a compromise. The Dutch government said there is no support for a ban on price differentiation for services. The council will meet again 25 June, to discuss a broader range of political and economic issues. The Commission will also give a presentation on its plans for the Digital Single Market. As ministers will be present at the next meeting, this creates a new deadline for the EU. The Commission hopes to reach an agreement on the two subjects before the summer holidays.
