EU members reach compromise on roaming, net neutrality

(Telecompaper) The Latvian presidency of the EU has secured a compromise on roaming and net neutrality regulations among EU member states. It can now start negotiations with the European Parliament, which passed a different version of the proposal last year. While the parliament called for an end to roaming surcharges by the end of 2015, the member states adopted a more cautious proposal. This involves first an introduction of 'fair use' roaming, with a limited amount of traffic provided at national rates and then a small surcharge for any additional use. The EU would consider only from mid-2018 an end to the roaming charges. On net neutrality, the council members ceded to industry pressure to allow different levels of service quality for specific customers. Internet providers offering this type of service level agreement would still need to ensure the overall quality of internet access for all customers. Blocking or slowing down specific content or applications will be prohibited, with only a limited number of exceptions allowed for circumstances such as traffic management and network security. National regulators will enforce the net neutrality rules, based on guidance to be developed by the EU regulatory body Berec.

Half of travellers OK with higher cost for roaming

(Telecompaper) Travellers are willing to pay more for mobile roaming; 53 percent say that roaming costs can be a little higher than tariffs in their home country, according to a survey conducted by Travelling Connect and Telecompaper among more than 700 frequent travellers. Although over half of travellers are willing to pay a little more for roaming, most still thought that the current data roaming fees are too high. Only 13 percent think data roaming fees within their region are reasonable, and this drops to 6 percent outside their region. Among European travellers, the difference is greater (18% within EU versus 6% outside). Price is the main reason why almost half switch data roaming off when abroad. Over seven out of ten have also experienced 'bill shock' at least once, with the average amount of the excessive bill at over EUR 200.

Roaming report February 2015

In January and February 2015 35,000 of Travelling Connect's most active end-users / frequent flyers were invited to fill out the survey. Over 700 users completed the survey. Frequent travellers were asked, amongst other things, about their roaming experiences, their opinion about roaming costs inside and outside their region and experiences with WiFi when travelling. The results are split according to the travellers' region of origin: Asia (Pacific), Europe and the Middle East.
