Dissemination Operations Engineering Support

Description As a member of the Realtime Services System Operations Division, the Key person shall provide support to the routine monitoring, development and operation of the current and future EUMETSAT dissemination systems. The duties range from the support to the operation of the various dissemination components, to the analysis, testing, and implementation of new data streams and monitoring and reporting functions. It also includes the settingup and implementation of operational procedures, and the coordination with external organisations and service providers. In particular the tasks of the Key person will include Support to routine operations of the dissemination and encryption functions within the clients Ground Segments, including performance monitoring and in the case of anomalies, the identification and application of firstline corrective actions. This task requires the provision of standby and callout support out of normal working hours see below Support to the operations of data encryption functions in the ground and space segment of the clients programs Control, population and operation of dissemination related databases and configuration files for both inhouse and remote systems Support to the preparation, validation and maintenance of ground segment operational procedures Support to dissemination services related training of the Control Centre Team Support in the analysis and resolution of user enquiries related to dissemination services Support to the HW and SW configuration of EUMETCast Reception Stations Support to the rollout and validation of new releases of EUMETCast Reception Station SW packages Investigation into system anomalies that impact on the data dissemination services Generation of Engineering Change Proposals to improve the operational effectiveness of the encryption and dissemination functions Support to design, implementation and verification testing of corrections and improvements Support to the validation, verification and rollout of new releases of dissemination and encryption software Coordination of the operational validation of releases and changes affecting the dissemination system Definition and implementation of dissemination service monitoring and reporting tools, and generation of related reports Support to the generation and maintenance of a products database for dissemination administration Participation in meetings and reviews. Profile In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have minimum 5 years experience in operations or software maintenance of realtime data dissemination systems, and be familiar with DVBS satellite communications and ground segment operations. The Key person shall have significant work experience on operating system level in major Linux distributions and Windows 2000, XP, Windows7. For the accomplishment of the listed tasks, knowledge and experience of the following is mandatory Computer literacy, including o Configuration, installation and scripting for Linux and Windows o Evaluationanalysis of systemapplication events and logs o Tool based presentation of logs and results Excel etc. Monitoring of near real time data flows in large computer networks Satellite based and terrestrial data distribution systems Provision of near realtime data services in a highavailability environment 247 First and second level support in data services Interaction with endusers Coordination of system changes and interfaces with external organisations encryption technologies, USB smart cards, TripleDES Formalised hardwaresoftwaresystem testing Configuration control. Furthermore, it would be a distinct advantage for the Key person to have experience with the following DVB based receiveonly earth stations for satellite communications IP multicast data distribution systems, such as Tellicast provided by Newtec Dissemination of meteorological andor environmental products Formalised software testing XML language and tools Subversion, CVS, eclipse Encryption technologies, USB smart cards Interaction with users DVBS2 technology. The Key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision. The official languages are English and French. The working language for the position is English and therefore the key person must be able to work effectively in this language and have knowledge of the other. Mission The key person will provide hisher prime support to the evolution and maintenance of the EUMETSAT Spacecraft Simulators in general and in particular to SIMULUS based simulators The tasks of the key person will typically include Maintenance and Evolution Activities o Preventive and corrective maintenance including the investigation and correction or following the corrections implemented by external contractors of anomalies in the software facilities and verification testing of the fixes. o Evolutions and changes generation andor analysis of userdriven and maintenancedriven software requirements, software design of the technical solutions, following the procurement of the changes with external contractors and verification testing of the changes. o Maintenance test procedures generation and updates of maintenance test procedures at software facility level and at system level. o Support and development of the verification infrastructure development andor procurement of scripts tools to perform installation checks, nonregression, functional and performance testing. Analysis and implementation of mechanisms or tools allowing the automatic or semiautomatic verification testing of the application software. o Coordination of the production of new software releases or patches, delivery acceptance and installation onsite. This activity includes the technical coordination of the production by an external contractor of new releases or patches of the application software, liaison with the EUMETSAT operational users, participation to technical reviews, participation to infactory at contractor premises acceptance testing campaigns and coordination of the installation of the releases or patches onsite at EUMETSAT. o Execution and coordination of software verification and nonregression testing campaigns. This activity includes preparation of test data, running the test procedures on the target system, generation of test reports, analysis of results and troubleshooting of problems. User Support o Software support software support to the endusers of the application software. o Ensure operations continuity by provision of oncall services and software support to operations. o Training prepare and provide training covering systemusage and maintenance aspects of the mission control systems. Technical Management o Documentation generation and updates of technical documents. o Meeting participation participation to technical, progress and team meetings as needed and requested. o Routine reporting preparation and production of routine reports as necessary. o Contractor management at technical level acting as point of contact with the contractor for technical discussions, organizing periodical technical meetings with the contractor. o Critical review of industry provided requirements and design definition related to existing andor future simulators spacecraft models and simulator infrastructure components. Software engineering framework support o Analysis activities focused on a common software engineering framework for the GSI Mission Control Applications and Tools Team. o Development of tools implementing this software engineering framework. Profile In addition to having a University degree in a relevant engineering discipline, the key person shall demonstrate significant knowledge and experience in the area of simulator software maintenance, evolution and testing as well as space segment requirements and design with the following mandatory areas 1. Domain Skills o Experience minimum 3 years in software maintenance and evolution of Spacecraft Simulators based on SIMULUS software suite from ESAESOC.In particular, experience in all the following SIMULUS components is considered mandatory SIMSAT, Ground Models, Generic Models, REFA, Emulator Suite and tailoring, UMFEGOSMF. o Experience minimum 3 years in the definition and design of SMP2 compliant software models of spacecraft service platform subsystems DHS, AOCS, Thermal, Electrical,.... o Knowledge and understanding with actual working experience of space related standards ECSS and CCSDS with specific reference to ECSSE7041A TM and TC packet utilization. 2. Software Development Maintenance Skills o Experience minimum 3 years in the full cycle of development of application software for SIMULUS based simulator, following formal software engineering processes. This includes system requirement analysis, software requirement engineering, software design and implementation reflecting maintenance activities as well as new applications definition. o Experience minimum 3 years in corrective maintenance, integration and verification testing activities of application software following formal software engineering processes. This includes requirement verification, generation of test plan and test procedures, nonregression testing, generation of test data, generation of test tools, running the test procedures on the target system, generation of test reports, and anomaly tracking, investigation, correction and testing. o Experience in defining automatic testing suites at unit and components integration level. 3. Software Engineering Skills o Experience minimum 3 years in developing and maintaining software applications using Java and C programming languages under UNIX operating systems and development and maintenance of javascript scripts SIMULUS scripting technology. o Experience minimum 3 years in developing and maintaining software applications using objectoriented technologies, Unified Modelling Language UML for software design and CASE design tools like Magic Draw.
