Software and System Engineering Consultancy Support 1313107 Job Description The Key Person shall be responsible for software and system engineering tasks. In this area of work, the tasks will typically include Analysis of the operational requirements for the EARS EUMETSAT Advanced Retransmission Service services Support to the definition and integration of the data handling and product processing systems for the new EARS services Technical liaison with the international partners providing the software packages for product processing of the satellite instrument data, including identification of test data and test environment Architectural and detailed design, implementation, testing and support of the EARS related software and applications Support the delivery of software externally developed, its installation, configuration and testing Support to the coordination and definition of technical interfaces with the external partners and service providers supporting EARS Support to the definition of EARS system evolution activities. Coordination of their implementation with relevant EUMETSAT teams and external partners Preparation of design documentation and other relevant documentation Verification and validation of software and systems, including the preparation of test plans, test procedures, test data and test tools Support to the configuration management of the EARS systems Support to the maintenance and evolution of the operational EARS system, in particular in response to the availability of new versions of the operational product processing packages and other key software packages Preparation, validation and maintenance of EARS maintenance and operational procedures and technical documentation Preparation and production of routine reports as necessary Furthermore, the Key Person shall provide support to the operations of the EARS services. In this area of work the tasks will typically include Support the coordination and announcement of system changes to the operational system with the relevant teams in Operations and Services to Users Department and the Technical and Scientific Support Department. When relevant raise, investigate and coordinate the resolution of anomalies with appropriate modifications or developments Provide support and guidance to the relevant teams in the Operations and Services to Users Department, in particular regarding system operations and product processing aspects When relevant, provide User Service with information required by Users about services, including documentation and replies to User queries. Required Skills and Experience University degree or equivalent in a relevant discipline. Experience of software development, operation or maintenance in real time systems, objectoriented design methodology and be very familiar with software development standards. Significant work experience in the Linux and UNIX SVR4 SUN Solaris, IBM AIX Operating System environments, and should be familiar, to the extent required by the performance of the above tasks, with networking, distributed applications, TCPIP services and Web services. At least 3 years of experience with design, development and integration of operational ground systems providing 24 x 7 services In depth knowledge of and experience with the Java programming language In depth knowledge of Linux operating system scripting languages, preferable PERL, KSHCSH and bash In depth knowledge of XML In depth knowledge of the development and maintenance of web interfaces and services using Tomcat and Apache in a UNIX environment Source Code control system, preferably SubVersion Configuration Control Formalised Software Testing System verification and validation The ability to adapt to a rapidly changing environment and obtain a system overview. Good communications skills, to allow the effective communication of information under a variety of circumstances. SheHe should be used to working proactively within a small team, being able to work with the minimum of supervision. The variety of the tasks and the scope and complexity of the systems to be supported require a high degree of autonomy and good analytical skills. The ability to perform under very high workloads and adapt to a rapidly changing environment is essential, conducting all activities in an orderly and disciplined manner and working calmly and correctly under stress. ERACLIM2 Engineering Support 1313100 Job Description The core objective for the ERACLIM2 project is to apply and extend the current global reanalysis capability in Europe, in order to meet the challenging requirements for climate monitoring, climate research, and the development of climate services. The project focus is on production and assessment of multidecadal reanalyses of the global climate system including atmosphere, land, ocean, and cryosphere, combined with consistent information on the carbon cycle. Two types of reanalysis will be produced an extended climate reanalysis of the 20th century at moderate resolution, and a higherresolution reanalysis of the satellite era. The project includes a coherent research and development program in coupled data assimilation, specifically targeted activities to extend the current capability to future fully coupled climate reanalyses. In addition, substantial work will be directed at data recovery, reprocessing, and quality control of input observations for reanalysis, with emphasis on improving and extending the usable satellite climate data records, and expanding access to early 20th century insitu observations. The challenging problem of providing meaningful uncertainty information for users of reanalysis data will be addressed by using ensemble techniques in reanalysis production, by conducting a variety of detailed quality assessments of input observations as well as reanalysis output, and by providing open and complete access to data and data visualization tools for users. The tasks of the Consultant will include Contributions to the product and algorithm specifications for all ERACLIM2 data records Implementation of relevant operational product processing chains in the reprocessing environment Implementation of relevant operational processors for the ERACLIM2 products into the operational reprocessing chains Development and implementation of operational functional and product quality monitoring procedures to be implemented in the reprocessing monitoring and validation system Analysis of resulting product quality of ERACLIM2 products employing the quality monitoring procedures and other validation techniques and data as appropriate Acquisition of relevant data from internal and external sources to support product quality monitoring in the reprocessing environment Execution of reprocessing campaigns for all planned ERACLIM2 data sets Preparation of ERACLIM2 data sets for ingestion into the EUMETSAT Data Centre Compilation of relevant data set documentation including validation reports, user guides and format descriptions Compilation of project result presentations and participation in project progress meetings. Currently ongoing projects are the Callisto project, IP telephony and a LAN refreshment. ESAs corporate IT services are outsourced to overall service providers OSPs. Management of these corporate IT services for ESOC in coordination with the ESA corporate service definition processes as well as the local ESOC customers and local interface service providers is the task of the ESOC Corporate IT Service Manager. In this context OSP contract change management has to guarantee smooth service continuity. Presently the following changes are in progress The workplace service delivery OSP contracts will be changed to a new service provider 20132014 including office environment PC, storage, printing, backend, backup, ftp, security collaboration messaging services mobility services overall service delivery service desk, field support, service integration, service management cloud computing as a new service Communication services WAN, LAN, WiFi, Telephony will be changed into a new endtoend service contract 20142015. The ITT documentation is in preparation. Telephony support at ESA was moved from facility management to corporate IT responsibility. This transfer of responsibilities has not yet been finalised at ESOC and its status is in transfer. Service contracts are to be defined for Mobile telephony telephones, provider contracts management, units of charge transparency Fixed telephony handset support, local PABX configuration and support, local telephone system management, local provider contract management The corporate IT infrastructure is under continuous need to be evolved in line with market developments and changing user needs. This evolution process is shared between all ESA sites. Evolution projects currently under development are terminal server environment IP telephony collaboration tools desk top virtualisation. Two new office buildings building S and building T are under construction at ESOC with 140 offices for 250 people in total. This project is called Callisto. The buildings require IT infrastructure installation, which consists of LAN infrastructure IP telephony Corridor printing, Fax services Video conference facilities WiFi Service Provision Required The requested service shall support the ESOC CITI Serive Manager.
