The engineer shall work in the Climate Service Team within the Operations and Services to Users Department at EUMETSAT. Although based at EUMETSAT, the tasks are part of a European endeavour and will be carried out in close coordination and cooperation with the European Space Agency ESA Climate Office in Harwell, UK, the European Union Joint Research Centre in Ispra, Italy, and the European Centre for MediumRange Weather Forecast ECMWF in Reading, UK. The engineer will work at EUMETSAT Headquarters, located in Darmstadt, Germany. PROFILE The Key Person shall have a University degree or equivalent in a relevant discipline with the experience and skills specified hereafter Basic understanding of satellite remote sensing related to climate including the framework of Essential Climate Variables Demonstrable experience in systems engineering methodology, practices, and standards including familiarity with requirements engineering and system development methodologies Demonstrable experience in designing, developing, implementing, and maintaining database management systems such as PostgreSQL or MySQL or others Demonstrable experience in active participation in international projects. Experience Qualifications In addition to the mandatory experience, the following capabilitiesexperience would be advantageous Familiarity with functional modelling techniques and languages such as UML Experience in development of web applications using GWT serverclient framework, Java, JavaScript, HTML and CSS Experience in developing scientific software using higher programming languages, such as CC, FORTRAN, and IDL as well as usage of scripting languages, such as Python, Perl, and Shellscript on Unix environments. The engineer shall have strong analytical and problem solving skills, supported by excellent written and oral communication. This should be coupled with good interpersonal skills, together with a collaborative approach, and a proven ability to apply these to the interactions within a team and between teams in international environment. The Key Person shall be able to work calmly and correctly under stress and must be able to work with the minimum of supervision. TASKS EXPERIENCE Quality control and achievement of scientific and technical consistency of the full existing CEOSCGMS ECV Inventory interacting with data providers worldwide. This includes the development of a regular update mechanism for the inventory content incorporating inputs from the data providers Definition, design and validation of a gap analysis process aimed at the identification of gaps and missed opportunities for the creation of ECV Climate Data Records from existing and planned missions Assessment of the ECV Inventory readiness for a gap analysis process, e.g., by analysing how incomplete information may impact a gap analysis as described above Coordination of inventory and gap analysis activities with the ESA Climate Office Performing a gap analysis for specific priority areas considering ECV interrelationships and analyse results Gathering additional user and technical requirements from C3S for the ECV Inventory Design, development and implementation of ECV Inventory extensions, as needed Provision of support to the CEOSCGMS WG Climate in drafting an action plan based on the gap analysis results Compilation of technical notes and presentations to the CEOSCGMS WG Climate Attendance at meetings of the CEOSCGMS Joint Working Group Climate. Support to projects related to Climate Data Record generation Automated Software Testing PROFILE The Key Persons should possess very good communication, presentation and team working skills and be able to cope with very high workloads. Moreover they should possess the following mandatory attitudes and attributes relevant for the development of their tasks Ability to learn and develop new skills and knowledge. This includes the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context. Capable and willing to work within a multidisciplinary context in cooperation with other teams. The ability to maintain a system overview is essential. They shall have a systematic approach to work, be able to plan their work and to cope with tight schedules and multiple tasks. They shall have the capability to write accurate and consistent technical documentation. Mandatory Skills and Experience The Key Persons shall have the following mandatory attributes, skills and significant and relevant experience in Engineering of large, UNIX or LINUX based, complex, realtime data processing systems, including requirements specification, design, software maintenance or development, formal software testing and system integration Very good technical writing skills, in particular in the area of formal technical documentation e.g. requirements specification and design documentation, test plans and procedures, maintenance procedures CC programming Configuration management processes and applications Software build environments and tools e.g. IBM XL C and GCC compilers, make, automake, autoconf, RPM Source code control systems e.g. Subversion, Git Software anomalies analysis, debugging, profiling, fixing and processing Desirable Skills and Experience Practical knowledge and experience of as many as possible of the following areas will be an advantage Operating systems and application software upgrades andor porting to new platforms Distributed computing and parallel processing e.g. MPI, OpenMP, pthreads Objectoriented software design, implementation, and maintenance, including the use of UMLSysML based tools for supportingdocumenting the design, at least at the architectural level Web technologies and programming e.g. Apache, CGI, JavaScript, XML User interface design and programming Other programming languages e.g. Java Socket programming e.g. BSD sockets The official languages of EUMETSAT are English and French. TASKS EXPERIENCE The core task of each of the 3 Key Persons, as members of the Processing Applications Engineering PAE Team within the SEP DPSA CA, shall be to support the maintenance and evolution of the facilities and systems in one of the following areas Support to EPS level 0 and MSG level 0, 1 1.5 data processing EPS FEP PGF and MSG IMPF IDRS, and SARAL mission Ground Segment Support to EPS level 1 2 and MSG level 2 data processing EPS PPFs and MSG MPEF Support to JASON Ground Segments. The engineer may also be assigned to support tasks in any of the other two areas or in any other tasks under the responsibility of the team. The engineers duties will include a range of tasks, from the support of the day to day operations and maintenance, to the handling of anomalies, upgrades and configuration changes for these facilities. Tasks will also contain the settingup and implementation of maintenance policies and procedures. For procurements and maintenance services provided externally, the Key Person shall provide support to the management of the technical interface with the external contractors. Besides the above described routine tasks, the Key Persons will also be expected to contribute to requirements specification, design and system engineeringreengineering, development and testing activities in the field of science data processing that will become necessary for existing and future production systems. In support to operations, the Key Persons may also be required to provide on call support during special activities for limited periods of time e.g. short periods during spacecraft commissioninglaunch phases as part of a team of maintenance engineers.
