Climate Product Expert

EUMETSAT supports the development of climate information services through the rescue, recalibration and reprocessing of long series of satellite observations and the validation of the resulting climate data records. Within the EUMETSAT Climate Services Team, the Climate Product Expert will develop and evaluate bias correction models for the assimilation of infrared and microwave instrument radiance data records into the ECMWF reanalysis model, in support of the Copernicus Climate Change Service C3S. The climate product expert will also develop and validate climate records of Level1 products extracted from data of historical microwave atmospheric sounding instruments, after assessment of data quality biases against the ECMWF reanalysis model. DUTIES Implementation of radiative transfer simulations for full time series of infrared and microwave imaging and sounding instrument data records using global reanalysis data as inputs Scientific analysis of climate records and radiative transfer simulations for data from different infrared and microwave instruments to determine structure and source of differences Development and adjustment of bias correction models for the ECMWF reanalysis model Development and application of quality controlevaluation methods for meta and raw data from microwave atmospheric sounding instruments Scientific analysis and development of surface, cloud and precipitation flags for historic microwave sounder data Support to the implementation of all developed methods in the EUMETSAT operational environment and systems Compilation of relevant scientific and technical documentation as well as peer reviewed scientific publications Compilation of presentations and reports for reporting to C3S and participation in C3S progress meetings, as required. SKILLS AND EXPERIENCE Indepth knowledge and demonstrated experience in Analysis of microwave Level1 satellite data including quality controlevaluation methods Radiative transfer in the infrared and microwave spectral ranges Bias correction methods for satellite data used in data assimilation systems Time series analysis methods applicable to satellite and model data Knowledge in measurement uncertainty analysis metrology would be an advantage Experience in calibration of microwave satellite instrument measurements including re and crosscalibration methods would be an advantage Programming using a higher programming language as well as scripting languages, such as Python Good interpersonal skills and a proven ability to apply these to the interactions within a team and across teams in an international environment A University degree in Atmospheric Physics, Remote Sensing, or another relevant discipline Candidates must be able to work effectively in English and have some knowledge of French. EMPLOYMENT CONDITIONS The initial contract will be until 30 June 2021 but may be extended subject to availability of continued Copernicus funding from the tobeapproved EU Multiannual Financial Framework. This post is graded A2A3 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,612 per month net of internal tax which may be negotiable based on skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year. Tasks and Responsibilities Establishment of the technical requirements for the whole simulation platform due to planning constraints, for the HMI only, this will be done by the operational expert in close cooperation of the team in charge of developing the HMI the contracted STC will nevertheless remain in charge of the overall testing of the simulation platform, including the HMI Specification and development of the platform software and hardware specifications Definition of the ESCAPE simulator platform Definition of the eDEP Tower simulator platform in case its necessary to run Tower RTS Management the change requests collect, assess, plan, discuss, implement Definition of the testing and acceptance criteria organise, plan and supervise the test and acceptance sessions Coordination with work package leaders and ESCAPE technical managers reviews and acceptance of any other platform related activity Coordinate all platform related activities with the other team members, and in particular with the assistant STC, the operational expert and the team in charge of HMI, the Audiolan and the hardware layout of the platform Implementation of the exercise versions of the simulation supervise proper running of the exercise, recording of the data, saving and logging of files Production of technical reports. Experience and Education Confirmed experience in the technical configuration of the EUROCONTROL ESCAPE simulator or similar simulators, including national simulators Good understanding of air traffic management concepts Excellent command of the English language and in particular with the drafting of reports Abide by the working methods of the airspace simulation section and work in close coordination with EUROCONTROL Simulator Technical Coordinator team leader Ability to guarantee the continuity of the support all along the duration of the project.
