TASKS AND RESPONSIBILITIES The Market Development Innovation Officer will actively contribute to the fulfilment of the Agencys duties related to the implementation of market development activities. Hisher tasks and responsibilities shall in principle include without limitation Monitor the market and analyse attractiveness, trends, industry value chain, competing and complementary technology Analyse user needs and translate them into user requirements by performing ad hoc market research and coordinate user and stakeholder communities Evaluate the EGNSS value proposition and identify key differentiators for the users Foster application development by managing the RD applications within the European Commission RD Horizon 2020 programme o Contribute to the preparation of calls for proposal and the selection of projects o Manage projects and perform technical monitoring and appraisal of results o Manage reporting on projects status and identify suggested actions o Ensure widest awareness and disseminate project results Manage technical RD projects, aiming at developing new EGNSS solutions and products with particular focus on applications and receiver technology Analyse results of application market user tests Define the downstream market entry strategy actions for specific market segments Cooperate with the value chain e.g. receiver manufacturers, application developers, service providers Manage the interface with receiver and chipset manufacturers to integrate EGNSS in their products, collect user requirements and ensure adoption Identify user needs to facilitate the design of new services or evolutions of current services of EGNSS by the Service Engineering teams Implement market development actions, giving highest priority to those most leveraging EGNSS differentiators for the users Act as the entry point for key market stakeholders in specific market segments Ensure user assistance and informationCustomer Relationship Management CRM for EGNSS services Monitor user satisfaction, performing surveys for EGNSS services Support application developers and service providers, willing to invest in Galileo and EGNOS applications and services, with special focus on Small and mediumsized enterprises SMEs Manage projects and studies, involving internal teams andor contractors, including the definition of the scope of work, preparation of tender documentation, evaluation of bids, negotiation of contracts and ensuring successful execution of related actions Support the Market Development team in the preparation of regular reporting Contribute to the overall GSA processes such as quality management and reporting Contribute to other tasks of the Market Development Department as deemed necessary ELIGIBILITY CRITERIA The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application 1. Have a level of education which corresponds to completed university studies5 of at least three years attested by a diploma and appropriate professional experience6 of at least one year after obtaining the final diploma 2. Be a national of a Member State of the European Union or Norway 3. Be entitled to his or her full rights as citizen 4. Have fulfilled any obligations imposed by the applicable laws concerning military service 5. Meet the character requirements for the duties involved7 6. Have a thorough knowledge of one of the languages of the European Union8 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties 7. Experience in innovation, RD andor market entry strategy and implementation of related actions with a proven record of innovation and business results iii. Project management experience, in particular, experience managing external contractors and international teams iv. Very good command of both written and spoken English 2 Advantageous requirements v. Experience gained in complex organisations andor in the EU institutional environment vi. Experience in identifying user needs and translate them into user requirements during product or service definition vii. Knowledge of the GNSS including receiver technology and its application market segments, in particular transport, high precision andor other related ones such as telecommunications and IT 3 Behavioural competencies viii. In this context, the Market Development Department main responsibilities are related to develop the market, innovative applications, valueadded services and user technology that promote the achievement of full European GNSS adoption, ensuring at the same time that the European GNSS services answer to current and future user needs. The main tasks and responsibilities will in principle include Ensuring a full understanding of the market, the user needs, the downstream value chain, with particular focus on the European industry and SMEs Ensuring an indepth technical understanding of the user technology, including chipsets and receivers, and their implicationslinks with the European GNSS services Publishing periodically high quality reports, such as on the GNSS market, user technology and user requirements Managing a large and diversified network of downstream stakeholders, such as receiver manufacturers, application developers, service providers, large multinational companies, SMEs and startups, users representatives, etc. Designing and implementing roadmaps for adoption by market segments as well as other activities to create demand of European GNSS products and applications including support to EU policies, in cooperation with the European Commission Managing and controlling the implementation of Research and Innovation projects in the field of innovative applications and user technology Interfacing with the other GSA operational departments, to ensure the continuous improvement of the services and the design of future services according to user needs For hisher area of competence, preparing and implementing the Single Programming Document, managing the delegation agreements with the European Commission, implementing the budget and managing the external contractors Manage the Market Development Staff Representing the Agency with external stakeholders including the European Commission, Member States and other EU and international Institutions Ensuring compliance with ISO 9001 quality objectives Contributing to the other tasks of the Agency as necessary ELIGIBILITY CRITERIA The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application 1.
