(Telecompaper) In the latest salvo to the tech cold war, the Chinese government has ordered all government offices and public institutions from using any foreign computer and software equipment, the Financial Times reported, saying all such equipment will have to be removed within three years. The Chinese directive, which could hit companies such as HP, Dell and Microsoft, is the first from Beijing to set specific targets limiting China's use of foreign technology.

US govt consults on procedures to ban risky ICT suppliers

(Telecompaper) The US Department of Commerce is inviting comments on the procedures its office should follow to enforce Executive Order 13873, signed by President Trump in May to ban US companies from doing business with firms that could pose a threat to national security. The order took particular aim at Chinese telecom equipment makers Huawei and ZTE, as well as several other Chinese firms. Called "Securing the Information and Communications Technology and Services Supply Chain," it looks to shut out companies that are or that could be controlled or influenced by a foreign adversary.

French govt wants 5G spectrum auction floor price of EUR 2.2 bln

(Telecompaper) The French secretary of state for the telecom sector, Agnes Pannier-Runacher, said that the 3.4-3.8 GHz spectrum on sale in the forthcoming 5G auction will have a minimum price of EUR 2.2 billion. In an interview with Les Echos, she explained that the country's four operators will each be able to acquire a block of 50 MHz at a fixed price of EUR 350 million in the first phase of the award process. After the allocation of the four blocks, totalling 200 MHz, operators will have to bid for the remaining 110 MHz of spectrum in an auction that will see each block of 10 MHz selling for a starting price of EUR 70 million. At the end of the two-part tender process, the maximum spectrum holding that an operator can obtain is 100 MHz.
India govt approves deferred spectrum payments for telecom operators

(Telecompaper) The Indian Cabinet has approved a 2-year moratorium on spectrum fees for domestic telecommunications operators, The Economic Times reports, citing Finance Minister Nirmala Sitharaman. Given the current "fin stress" faced by major operators, the government decided to defer payments of spectrum auction installments due in the fiscal years 2020-21 and 2021-2022, the minister said.

US govt starts issuing licences to allow limited Huawei sales
