DUTIES Under the direct authority of the Director of the Galileo Programme and Navigation Related Activities, the Head of the Strategy and Programme Department NAVP is responsible for relations at directorate level with the European Commission and the European Global Satellite Navigation Systems Agency GSA, for formulating the strategy and planning for future navigation activities, for managing the GNSS Evolution Programme and for implementing the activities delegated to ESA in the frame of the EGNOS exploitation phase. This includes the following duties in particular formulating ESAs navigation strategy and ensuring overall coherence of the activities supporting the Director in the management of the programmatic activities related to the navigation programmes drawing up programme proposals for the evolution of the navigation programmes, analysing the evolution of mission requirements, organising the relationship with the user communities, preparing, in coordination with the Commission and other partners and stakeholders, the programmatic dossiers for the navigation programmes, coordinating the programmatic process of reflection within the directorate, drawing up and maintaining the strategic planning for the navigation activities interfacing with the Commission and the GSA on programmatic matters, including reporting at programme level on the compliance of ESA activities with the agreements in force preparing the different agreements with the Member States, the Commission and the GSA and overseeing the proper application of the agreements in force preparing and planning programmatic aspects of the GNSS activities ensuring cooperation with the Commission and the GSA with regard to the implementation of the GNSS activities managing the GNSS Evolution Programme defining and implementing research activities in the field of navigation, in cooperation with the Commission and national agencies managing the EGNOS design and procurement tasks as defined in the Delegation Agreement concluded between the Commission and ESA on the further implementation of the European Satellite Navigation Programme EGNOS and the working arrangements with the GSA establishing relationships with EGNOS stakeholders and other satellitebased augmentation system entities working out and implementing programmatic and technical demonstration activities based on GNSS infrastructure providing support to Member States and Third Parties with respect to validation and demonstration activities interfacing with user communities when ESA expertise and support is required fostering the scientific utilisation of EGNOS and Galileo, establishing and maintaining the relationship with the scientific community on navigationrelated activities, and organising the interfaces with the scientific community via the GNSS Science Advisory Committee. The Head of Department interfaces with the Commission and the ESA Member States on the GNSS Evolution Programme for the implementation of ESAs activities as EGNOS design and procurement agent. The postholder ensures the assessment of the evolution of the navigation sector on the world scene and is the focal point in the Directorate for fostering cooperation with respect to compatibility, interoperability, standardisation and use of frequencies with other GNSSs. In executing these duties, the Head of the Strategy and Programme Department is given support by the heads of the EGNOS and Satellitebased Augmentation Systems Division the GNSS Evolution Programme and Strategy Division and the GNSS Demonstration Office. QUALIFICATIONS Applicants for this post should have a Masters degree in engineering or an equivalent qualification. Solid experience in the field of satellite navigation is required, together with demonstrated leadership skills in managing and motivating a major directorate department, and in leading highlevel interactions with both internal and external entities. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 18 September 2014.
