Directorate of Telecommunications and Integrated Applications The European Space Agency is an equal opportunity employer and encourages applications from women POST Service Development Engineer in the Telecom Service Partnerships Section, Future Projects Division, Telecommunication Technologies, Products and Systems Department, Directorate of Telecommunications and Integrated Applications. This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ECSAT, Harwell United Kingdom. DUTIES The postholder will report to the Head of the Telecom Service Partnerships Section. The Section is responsible for the definition and implementation of a strategy for the development of new ESAPrivate Partnerships for Systems and Services in the Telecommunication area. The incumbent will be responsible for exploring, defining and analysing potential system and serviceoriented projects to be implemented as ESAPrivate Partnerships. The responsibilities of the post include monitoring and assessing the needs for future Telecommunication system and service partnerships in dialogue with private partners, and in particular service industries initiating and managing prospective studies with the aim of detecting new market opportunities for system and service oriented partnership projects defining service concepts and underlying system concepts, performance analysis, compliance with service needs defining possible partnership schemes, innovative aspects, development needs analysing business plans, costbenefit assessments, justification for ESA support and definition of contribution schemes from ESA and private stakeholders establishing the most adequate programmatic framework for the implementation of selected system and serviceoriented partnership projects, including preparation of key documentation for JCB Joint Board on Communication Satellite Programmes and interactions with key stakeholders Service providers, System and Satellite manufacturing industry and ESA Members States Delegations initiating industrial activities with regards to new the implementation of selected system and serviceoriented partnership projects in collaboration with the Procurement Department and other relevant departments of ESA coordinating the support provided by the Technical and Quality Management Directorate. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in Telecommunications Engineering. Experience should include at least 5 years of experience in the telecommunications sector, specifically with end to end satellite communication, preferably in system and service definition and implementation a sound knowledge of the overall space telecommunications market, preferably with specific experience in the satellite telecommunication commercial market development. Behavioral competencies required include system and strategic thinking capabilities good interpersonal skills with the ability to work effectively and cooperatively in a diverse and international team environment the ability to define and implement solutions in line with team objectives proven organisational and planning skills excellent reporting and communication skills a flexible and proactive attitude towards solving problems an interest in innovative technology, systems and services. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 27 January 2014.
