Specific Tasks In support and reporting to the ScyLight Programme Manager the postholder will coordinate the activities required for settingup future Institutional and European telecommunications Programmes Initiatives Activities in the area optical communications IntraSatellite, Satellite connections between Satellites, Ground, or Airborne and applicationsservices as well as in the area of secure satcom for safety and security, research programs H2020, Horizon Europe, partnership programmes. The activities notably include the support of preparatory activities, actions and implementation in cooperation and cooperation with the relevant stakeholders Industry, National Agencies, EU Institutions. In particular the activities will encompass As per job class tasks typically will include Supporting the Project preparation and implementation and managing industrial activities Provide support to the ScyLight Programme ManagerSystem EngineerTechnical Leads in coordinating ESA internal studies and preparing the associated documentation. Support the ESA ScyLight Programme ManagerSystem EngineerTechnical Leads in monitoring activities related to the industrial activities, especially monitoring the coherent and costeffective implementation of requirements from system level down to the lower subsystem level. participation in Agency Reviews, notably supporting the ScyLight Programme ManagerSystem EngineerTechnical Leads in organizing the Phase AB System Requirements Review and Preliminary Design Review as well as lower level technical reviews in the relevant field of interest. Supporting the definition of technology activities or additional technical studies in preparation of the next Phase of the Programme in the appropriate areas of competence. Assessment of new concepts and techniques to be applied to next generation telecommunication systems for both space and ground segment. Assessment of new concepts and techniques to be applied to next generation mobile communication systems for both space and ground segment. Preparation of inputs to status reports. Regular reporting of progress to the ESA System Engineer and the ScyLight Programme Manager. In the execution of the tasks, the Telecommunication Systems Engineer will liaise closely and proactively with the rest of the Programme team as well as with other colleagues within the Telecommunications Technologies, Products and Services Department. In particular as support to the ScyLight Programme Manager the tasks will include Support to preparatory activities in the course of defining and setting up new programme elements and the related programmatic frameworks Support in the creation of information packages to Decision Makers and industrial partners. Support in the creation of internal or external decision documents e.g. proposals to the ESA programme boards throughout the relevant project lifetime. Identification and characterisation of new services and applications. Support to other projects or Directorates of ESA for the definition and operational assessment of applications and services. Support to standardisation activities in specific areas. Monitoring of and reporting about activities in other ARTES Elements or other relevant programmes including EC programmes Initiation, preparation and running promotion activities, like workshops with Industry, other agencies or National Delegation as well as media related activities e.g. webarticles Initiation of andor participation in international working groups Requirements PhD or Msc Engineering from a recognised Institution of secondary studies University, Ecole suprieure, etc. or equivalent. Specific qualification and relevant experience in aerospace or telecommunications. Experience in an international team is required. Candidates should also possess very good interpersonal skills, be wellorganised, proactive, selfmotivated and able to work effectively in a matrix structure. Fluency in English is required, including the ability to draft technical reports. In addition the Candidates preferably shall have Proven capabilities in preparation of programmatic frameworks requiring system and strategic thinking. Experience Optical Technologies Space andor terrestrial Relevant experience in requirements analysis, design, implementation and operations, and associated management experience. Sound knowledge of the overall space market. Good communication skills, problem solving skills and be able to manage relationships, work in a team and be selfmotivating and disciplined.

Sr. TELEPORT ENGINEER Burum, The Netherlands Castor Networks is a leading satellite service provider and teleport operator, based in the Netherlands. We provide VSAT and mobile satellite services to companies active in the Mining, Maritime and Energy industries, to NGOs and Governments. Our Broadcasting customers benefit from live audio and TV bouquet uplinks. We serve our wholesale customers with Teleport services, Virtual Network Operator VNO services, and satellite capacity leasing. Castor has offices in De Meern HQ, NL, Groningen NL, DR Congo, South Sudan, Central African Republic and Mexico. The main Teleport facility for Castor is based in Burum Netherlands, but in order to provide a global reach we also run services through a number of other owned and partnered teleports. We have a requirement for an experienced Teleport Engineer to join our Teleport facility team in Burum, The Netherlands. The teleport team works closely with a team of highly skilled professionals in a collaborative environment. The Teleport Engineer will be expected to carry out various RF ground engineering activities, necessary to provide endtoend, fixed and mobile satellite communication services. This includes implementation and maintenance of Teleport Earth Stations, VSAT Platforms and related Monitoring and Control hardware. An important objective of the teleport team is to maintain the quality and availability uptime of teleport services within the agreed SLAs service level agreements in a costeffective and flexible fast manner. Activities and result areas include Design, installation and optimization of RF systems at Castor Teleports owned and partner teleports. Pro active monitoring and correction of RF systems, networks and infrastructure for the purpose of minimizing incidents and acting adequately and purposefully in the event of incidents Purchase of Teleport hardware advise on purchase of equipment and selection of suppliers and related vendor management Reporting and administration supplying management reports about achieved availability, delivery regarding the budget process assisting with teleport asset administration Required Skills and Experience Minimum of 5 years experience with RF Teleport Engineering Specialization in RF andor telecommunications engineering Thorough practical knowledge of the construction of satellite earth stations and antenna tracking systems. Understanding of protocols for satellite communications ability to calculate with dB, dBi, dBW etc. Ability to measure with highquality spectrum and network analyzers. Knowledge of Teleport LES equipment, RF IF networks, Audio Broadcasting, Video Broadcasting,SCPCVSATDatacom applications, ordering of hardware. Basic knowledge of cisco switches and routers Expert at analyzing interference of shared spectrum Familiarity with advanced wireless networks such 3G4G5G Ability to summarize complex problems, solutions and recommendations No limitations to perform physical work on antennas, which may include lifting equipment and working at heights. Fluent in English, written and oral Education B. Eng or Masters Electrical Engineering Willingness to acquire VCA basic safety, aerial platform forklift certificates The successful candidate must be able to work in the Netherlands so must have an EU residence and work permit. Review month end results and provide insightful commentary. Support the bidding process in providing financial insights and taking accountability for the bid financial evaluation and the risk assessment. Ensure the existence of a risk mitigation plan. Implement new or improvement of existing financial systems. Understand the value drivers of the business and provide guidance on contract service performance including ROI, scenario planning, KPI analysis and benchmarking. Develop customer relationships to successfully contribute to commercial and financial negotiations regarding variable revenue, rebids and change notices. Support business leaders to deliver contractual obligations through identification of over and under delivery, performing root cause analysis, and making recommendations. Drive contract service cost optimisation projects through profitability analysis and efficiency recommendations. Proactive identification, assessment and management of financial and commercial risks. Monitors and drives the implementation of resulting actions. Develop, communicate, and defend the accounting treatment of advanced accounting papers to leadership and auditors. The Ideal Candidate The successful candidate should have the following skills and experience Essential qualifications Master degree in Business, Economics, Accounting, or another relevant discipline. At least 5 years experience in a similar function for an international company. Strong accounting and FPA Background IFRS knowledge. Fluent in Dutch English High academic achievement throughout education. Commercially minded and customer focused. Track record of collaborating with business leaders in a complex business environment. Experience of adding value in a commercially orientated bidding and contracting environment. Evidence of ability to influence, negotiate, listen to and resolve conflicts with peer and senior decision makers. Ability to highlight problems, offer innovative and practical solutions, and drive through their execution. Strong commercial acumen, as well as a strong understanding of the relationships between key financial and nonfinancial business value drivers. Translate business requirements into open, honest and transparent insight to solve business challenges.
