Post Vega Development Product Assurance Manager This post is classified A2A4 on the Coordinated Organisations salary scale. Location ESTEC, Noordwijk, The Netherlands with resident assignment at ESRIN, Frascati, Italy Description The postholder will be assigned as integrated support to the Directorate of Space Transportation STS and will report functionally to the Vega Development Programme Manager of the STS Development Department for projectspecific responsibilities and duties. For the maintenance of professional standards, for the implementation of the ESA general Product Assurance Safety PAS policy and for contributions to corporate tasks e.g. reviews, standardisation, alerts, lessons learned, heshe will report hierarchically to the Head of the Product Assurance Safety Department through the Head of the STS Product Assurance, Safety Quality Management Office. The postholder will be responsible for overall implementation of PAS requirements and activities for the VegaC Development, SSMS, Venus and Space Rider projects as well as Vega Evolutions. Training and familiarisation with the parent Departments mandate, processes and procedures will be provided at the start of this assignment. Duties Specific responsibilities and duties include Identifying, monitoring and coordinating the resources and PA workforce needed for performing the functions under this responsibility, and interfacing with the parent department as required ensuring close coordination and cooperation with the Vega Exploitation PAS Manager to guarantee synergies within Vega PAS overall cooperating with safety officers for RAMS activities in particular during major reviews or when NCRRFWs could impact safety aspects supporting the Head of the PA, Safety Quality Management Office in the coordination of National Surveillance Organisations NSO for Vega Development preparing, managing and following up Vega Development audit plans in close coordination with the Vega Exploitation PAS Manager and prime, and carrying out audits as required being the focal point for processing requests for waivers RfW for Vega Development in the VegaIPT team and for approving major MAS or MAL requests for waiversdeviations under ESA responsibility analysing and assessing change requests CP for Vega Development, including associated projectsproducts in the design or processes particularly where PA requirements are impacted establishing, maintaining and coordinating approval of the PA requirements baseline for VegaC Development and associated projectsproducts as well as Vega Evolutions, in compliance with general ESA PAS policy and any legallyapplicable requirements for launch system exploitation from the Guiana Space Centre CSG reviewing contractors plans and specifications proposed for the execution of VegaC Development and associated projectsproducts as well as Vega Evolutions, ensuring PA requirements are duly taken into account throughout the entire contractual chain verifying fulfillment of PA requirements during programme reviews and other milestones, participating in design reviews and managing related PA actionsrecommendations guiding, monitoring and assessing contractors implementation of PA requirements and their performanceeffectiveness preparing and approvingaccepting relevant PA documents and RAMS documentation critical items list, FMEA, dependability analysis, etc. defining formal acceptance requirements and managing acceptance of contractually deliverable items hardware while guiding the necessary preventive or corrective actions ensuring implementation of the software PA requirements baseline using PA support as appropriate representing ESAIPT in project boards dealing with major nonconformances, waivers, failure reviews and quality enquiries, test reviews, etc. monitoring manufacturing, integration and test activities with QA audits, mandatory and key inspection points, test witnessing and configuration inspections for items manufactured under VegaC Development, the Venus project and Vega Evolutions guiding and monitoring application and procurement of EEE parts, materials and processes, controlling implementation of applicable requirements by participating in MPCB Materials and Processes Control Boards and ECEB Electronic Component Evaluation Boards. To increase synergies within the Directorate of Space Transportation and when requested by the Head of the STS PA, Safety Quality Management Office, the postholder may also be assigned additional ad hoc activities supporting other STS programmesactivities. Technical competencies General background and specific experience in the technical domains covered by the position Project support experience in a relevant domain Spacecraft systems knowledge Balanced sense of responsibility between PA and overall project responsibilities Experience in the conducting of quality audits Experience in the management and monitoring of industrial activities, including participation in reviews Behavioural competencies Communication Relationship Management Teamwork Results Orientation Problem Solving Planning Organisation Education A Masters degree or equivalent qualification in an engineering discipline is required. Additional requirements Several years of experience in the management of Product Assurance and Safety are required as well as a good knowledge of the launchers domain and proven experience in interfacing with partners in an international environment. The working languages of the Agency are English and French. A good knowledge of both languages is required. Knowledge of another member state language is an asset.
