The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. In particular, the main PRSrelated activities of the Security Department are 1 Support to the European Commission in the preparation of the PRS User Segment containing Development of PRSrelated technologies including low cost PRS receivers Support the development of the PRS User Segment, in cooperation with the PRS users and the relevant Competent PRS Authorities CPA, analysing the user needs, defining the main applications, providing a PRS User Segment security risk analysis and supporting standardisation activities Preparation of calls for tenders, selection, negotiation and award of grants supporting the implementation of the PRS pilot project, for validating PRS operational and user functions and accelerating preparatory activities in Member States. The overall objective of the PRS pilot project is to perform, within a single framework, an optimised significant scale validation of the PRS user functions, including testing of the overall PRS security framework Provide expertise and support to the GNSS Security Board Working Groups, especially regarding the definition of guidelines and rules for the management of PRS in EU Member States and the definition and implementation of the PRS implementation plan 2 Develop the GSA capacities to implement the provisions of Decision No 11042011EU on the PRS access, in particular Define and setup the GSA CPA in support to third parties PRS participants Define and implement the framework for the provision of the technical support to the PRS participant CPA Support the European Commission in the provision of audit capabilities of the CPAs with respect to the implementation of the Common Minimum Standards 3 Support to the activities related to the exploitation phase of Galileo Define, develop and maintain the PRS service provided in the framework of the initial service milestones Support the definition and the implementation of the regulatory framework of the PRS service including the GSAEuropean Space Agency ESA Working arrangement and the amendment of the ECGSA Delegation Agreement Manage the onsite contractors who are providing support on the PRSrelated activities The PRS tasks and responsibilities shall in principle include 1. Technical contribution to the development of PRS a Responsible for the preparation of RD Calls on PRS technologies b Responsible for technical project management of contracts related to PRS and security technologies in support to the development of the PRS service c Support in the definition, maintenance and implementation of a PRS Technological Roadmap by identifying the key research areas for PRS technologies d Support to the PRS team in technical discussions related to PRS technologies e.g. evolutions, roadmaps, priorities, risk management e Contribute to the preparation of security accreditation of PRS User Segment e.g. receivers, security modules 2. Heshe will be required to be trained and certified in hisher operational role and will be required to maintain hisher certification as part of the ongoing duties. In addition, heshe may be required to participate to an standby duty roster in line with the GSAs applicable rules. Prior to certification and operations, the role will be primarily a normal daytime job contributing to the development of GSMC operations. Until the start of shift operations, the role will ensure the delivery of the initial PRS Service. Further, the jobholder will contribute to the development of GSMC operational procedures and will be expected to contribute to the GSMC operations validation process. With a view of optimising the usage of resources or in times of crisis, the Staff Member may be required to perform the duties of a Security Incident Handler. To that extent, the required training will be organised by the GSA and the jobholder will need to pass the relevant operational evaluations for both roles in order to remain qualified for the post. Frequent missions and possible deployment to GSMC Backup Site, and occasional ones to Belgium Brussels and Czech Republic Prague are foreseen for this post. The PRS Access Officer reports to the GSMC Operations Manager.
