TASKS In providing support to developing and deploying network infrastructure, services and solutions for current and emerging operational networks, the Engineer shall be required to carry out the following tasks Infrastructure, services and solutions specification Specification of networking customer, user, or business needs. Identification, extractioncollection, analysis consolidation e.g. extraction of required data flows and specification of their characteristics System, service or solution concept specification incl. purposescope definition, incremental andor consolidated network systems requirements, high level design, testing and rollout strategy Specification, setup and running of Proofofconcept prototype in comms lab Detailed specification of design andor solution, incl. detailed rollout plan Specification of Integration, Verification and Testing Coordination of infrastructure, services and solutions deployment Rollout planning and scheduling migrationintegration, validation Leading network solution deployment activities, in coordination with customers and peers Provide crossteam presentation and training on network infrastructure and service developments and deployments Perform infrastructure, services and solutions deployment Install, configure network equipment. Perform Integration, Verification and Testing. Perform the handover to production and support the customeruser validation. Support management of infrastructure, services and solutions Contribute to specification and update of network systems, services and solutions roadmap and strategy. Support to procurements of customerled network services and systems Support procurements of network systems and services provide equipment specification and costs estimation, provide service specification, compile detailed equipment lists, performevaluation and comparison of offers on service andor equipment, contribute to supplier negotiations. Contribute to procurement documentation, e.g. requirements specifications and statements of work. Participate in evaluation of offers for network services and systems. Network systems and services anomaly handling and troubleshooting. Provision of standbycallout support and 1st line troubleshooting following an agreed rota. PROFILE The Engineer shall have a University degree or equivalent in a relevant discipline. The Engineer shall have at least 5 years of proven knowledge and handson experience in the following Understanding the business needs imposed by satellite ground systems environments or similar on networking and experience of translating these into needs on network infrastructure, functions and systems Ability to analyse complex systems and to present them in a comprehensible way, with the specific ability to understand and communicate relevant details whilst keeping the focus on the overall system aspects Experience of network engineering in such environments throughout its lifecycle, from identification of needs to deployment and operations Experience of carrying out specifying, preparing, planning and executing network engineering activities, including their coordination and technical guidance, working with other engineers within and outside the team involved in the activities, and with the customersusers and other stakeholders Indepth knowledge of Cisco technology and solutions for these environments Ability to present verbally and in writing network solutions and systems in a comprehensible way, with the specific ability to explain relevant details while keeping the focus on the overall system aspects. Ability to translate IT jargon into customer business terms Experience of working in and applying the above skills in highavailability, alwayson production environments, driven by high availability requirements Experience of interacting with suppliers of network products and service providers as part of network infrastructure, services and solutions development and deployment Experience of supporting procurements of network systems and services Microsoft Office Suite. In addition, knowledge and handson experience with the following is considered very desirable MSVisio application Demonstrated capability of technical authoring structureorganisation of concept, design, and test specification documents, and of creating and working with technical network diagrams Visio Voice Loop Systems VLS solutions based on VoIP It will be considered beneficial if the engineer holds a current Cisco certification or is able to substantiate equivalent experience. The Engineer shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with the minimum of supervision. The working language for the position is English and therefore the Engineer must be able to work effectively in this language, together with good communication skills. DUTIES The postholder will initially be assigned as integrated support to the function of Communication Systems Engineer in the Satcom Projects and Systems Section, Future Projects Division, Telecommunication Technologies, Products and Systems Department of the Directorate of Telecommunications and Integrated Applications and will report to the Head of the Satcom Projects and Systems Section. Candidates should have good interpersonal and communication skills. They should have the ability to work autonomously, effectively and cooperatively in a diverse and international team environment and to define and implement solutions in line with team and individual objectives and project deadlines. In addition, applicants should have good analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language.
