EGNOS V2 Performance System Engineer

This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands, with resident assignment in Toulouse France. DUTIES Initially assigned as integrated support to the EGNOS Project and reporting to the Head of the System Engineering Section, the postholder will primarily be responsible for monitoring and managing the industrial work packages for EGNOS V2 performance matters and contributing to all mission evolutions. Training and familiarisation with the parent Departments mandate, processes and procedures will be provided at the start of this assignment. The main duties will include acting as Division representative for EGNOS V2 system performancerelated matters ensuring consistent EGNOS V2 system performance requirements specification integrity, continuity, accuracy, availability compliance and qualification across the Division especially with the Mission, PASafetySecurity and Development teams supporting the Division for all aspects relating to those system performance requirements, compliance and qualification in particular for the Mission, Standards and User Segment supporting the traceability, statements of compliance and deviations from higherlevel requirements documents including MRD and SPRD and applicable European Commission technical standards for EGNOS V2 performance requirements being book captain for the systems technical external interfaces related to EGNOS V2 performance qualification e.g. CFIs for scenarios, real data, feared events definition supporting the EGNOS V2 procurement process and following up industrial activities concerning performancerelated aspects including performance requirements compliance, qualification and flowdown, design description and justification supporting the various Projectlevel change control boards MRD CCB, Project CCB, OR Panel, SE Board, Programme CCB, etc. being responsible for ensuring EGNOS V2 qualification with respect to the performance requirements being responsible for the EGNOS V2 performance simulationanalysis tools roadmap and implementation plan preparing and following up industrial tasks and development in support of the system performance engineering from early concept to system qualification including development of performance simulationanalysis tools contributing to specific EGNOS V2 NAVChainrelated task force processes relating to system compliance with applicable baseline requirements contributing as panel chairsecretary for all major reviews linked to EGNOS V2 and performance matters contributing to the EGNOS V2V3 transition and other roadmaps from a performance perspective preparing reports for internal and external entities such as ESA management, GSA, ANSP working group and MRD CCB participating in periodic meetings with the parent Section, contributing to the transfer of technical knowledge and lessons learned across the Agency. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in telecommunications or electronic engineering, with a good background in satellite navigation systems and several years work experience in these fields. Experience of procurement of industrial activities, safetycritical software and realtime software developmentverification would be a distinct advantage. Experience of mission requirements analysis, system designperformance and procurement preparation of technical requirements, SOWs, negotiating with industry and implementation technical followup, acceptance and qualification reviews, etc. is required. Candidates should have good interpersonal and communication skills. They should be able to work autonomously, effectively and cooperatively in a diverse and international team environment, defining and implementing solutions in line with team and individual objectives and project deadlines. Applicants should also have good analytical, organisational and reporting skills, a proactive attitude to problemsolving and an interest in innovative technologies. For behavioural competencies expected from ESA staff, please refer to the ESA Competency Framework. Candidates must be eligible for security clearance from their national security administration. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language.
