Description of the Role We are looking for a Data Processing Systems and Applications Consultant to work as part of the Data Processing Systems and Applications Group at one of our clients in Germany. The individual will provide support in the definition of data processing concepts, requirements and constraint definitions. The role will include the development of ground segment testing concepts and scenarios, with verification and validation approaches. He or she will be responsible for the management and documentation of requirements in DOORS, including interface requirements. The role will also include the maintenance of the functional and architectural models of the ground segment, plus tradeoffs of alternative architectural and technical solutions, together with engineering budgets. The individual will support the procurement of data processing elements, considering the demonstration of compliance to requirements through adequate testing. Where anomalies are found, solutions will be evaluated, looking at projected, revised performance levels as a result of thorough analyses. Role Requirements The role will require a University degree in Engineering, A minimum of 3 years of experience in satellite system ground segment data processing, including requirements specification, definition of interfaces, architecture and testing. A required minimum of 3 years involvement in the specification, design, development or procurement of two of the following processing infrastructure for level 1 and Level 2 data processing Level 1 instrument data processors, andor front end and L0 processing. Experience of requirements capture and tracking through DOORS, formal architectural modelling and design tools, ECSS and CCSDS standards, Calibration Validation for Earth Observation products and the specification, development andor procurement of instrument test data and processor prototypes for Earth Observation missions would also be valued.

Satellite Payload Consultant

Our client is looking for a Satellite Payload Consultant to be resident in Kamakura Japan starting end of 2014. Qualification and Experience The Payload Consultant has over ten years of experience andhas extensive background in monitoring satellite payload programs including data review, problem resolution, review of issues and documentation, schedule assessment, and verification of manufacturers compliance to customer contracts including Statement of Work, Spacecraft Technical Specification, Product Assurance Plan and Integrated Test Plan. General The Payload Consultant will be Resident in the premises of the Satellite Manufacturer and will perform under the Client management certain engineering services as further described below in support of the procurement of the spacecraft and launch vehicle. The Payload Consultant will provide an adequate support during a thirteen months period. The Payload Consultant will provide oversight support of the Payload construction and test phase, including unit level, Communications Module level and spacecraft level activities. Spacecraft Payload Management The Payload Consultant will, under the Client Management, monitor the progress of the payload and system design, construction, and integration at the manufacturers facility. He will assess the manufacturers design, manufacturing processes, and quality practices and provide recommendations that result in the delivery of a more reliable payload. Special emphasis will be placed upon the establishment of hardware family performance evaluation processes, lessons learned, and adequacy of test and process nonconformance corrective actions. Scope of Services The following sections provide examples of tasks to be performed during program oversight. Spacecraft Design Unit Production Phase tasks Review payload specifications. Work on proper flowdown of System Specification to Payload subsystem and Payload unit requirements by reviewing performance budgets and analyses. Participate in layout processes considering key design elements to evaluate satellite payload system performance with margin. Appraise all payloadtobus interfaces. Assess redundancy schemes and check that they are set up in the best way for the SC Operator. Assess heritage and qualification status for all units. Participate in unitlevel Preliminary Design Reviews PDRs and Critical Design Reviews CDRs, if applicable. Participate in Configuration Control Board and Change Review Board meetings. Review Telemetry and Command list. Review qualification and acceptance test data of all units. Participate in unit selloff meetings. Participate in systemlevel PDRs and CDRs. Provide expectations for content to Manufacturer ahead of time, and then review packages before the meeting to check for completeness. Payload and TC RF Subsystem Monitor payload design, manufacturing, assembly and test activities. Review payload and TC block diagrams and panel layout during the design phase. Audit the work in progress, to check that the contractual Product Assurance requirements are met and that tests are correctly conducted and the performance specification requirements are met. Establish and maintain the payload systems key information including payload performance budgets antenna design and coverage EIRP and GT budgets, payload power, mass and thermal dissipation, and telemetry and command assignments of the payload section for the spacecraft. Review the Manufacturers budgets on a regular basis. Review the design andor existing documents in order to determine the status of the hardware. Review test data generated by the Manufacturer, and trend key performance parameters. Review payload and TC sections of the onstation operational procedures. Spacecraft Subsystem and System Test Phases tasks Review Test Requirements Document, including a detailed look at test matrices for each test phase. Provide payload subsystem and payload system test support, including data review and participation in troubleshooting activities. Review System Summary and provide comments as applicable. Participate in Spacecraft Preship Review. Provide content expectations to Manufacturer ahead of time, and then review package before the meeting to check for verify completeness. Participate in In Orbit Tests. General tasks Participate in anomalynonconformance reviews and failure review boards, with emphasis on long term corrective action Attend weekly program reviews. Review overall payload program schedule and recommend corrective actions if required. Review Payload contract deliverables for completeness. Review for completeness all test data to be provided to The Client. Confirm proper closure of action items generated at PDRs, CDRs, TIMs Technical Interface Meetings, if applicable and program reviews. Review Compliance Verification Matrices throughout the program, checking for completeness and compliance for items related to the Communications Payload. Provide recommendations regarding specification changes andor waivers requested by the Manufacturer. Support Failure Review Board and Change Review Board meetings. Reporting The Payload Consultant will provide a report to The Client on a weekly basis covering the following topics Items Requiring Management AttentionDecision Major Accomplishments Major Tasks for Coming Month Issues Key upcoming events, travel, etc. Schedule Very attractive package on offer. Our Client, a major player in the satellite system consultancy field, is looking for a Military User Ground Segment Consultant to bring his expertise to the procurement of a military Satcom ground user segment composed of a network operation center and several military terminals. As Field Office Representative, you will be based in the Manufacturer facilities near Paris and will be representing our Client for this User Military Ground Segment programme. Your assignment will start in November 2014 and will last up to Q1 2016, assuming the User Ground Segment is delivered in due time. Responsibilities You will be responsible for supporting the daytoday monitoring of the User Ground Segment procurement at the Manufacturer facilities. You will keep our Client fully informed of all issues, strive to uncover technical issues, ensure that problems are addressed and make recommendations for their closure. You will deliver adequate and timely reports. These reports will form an integral part of your duties. Main tasks To interface and report to our Clients Program Manager on program issues, problems and planned resolution. To prepare weekly reports that cover major issues, schedule, a summary of status, projected near term work and scheduled meetings. Monthly and Quarterly reports may be required as requested by our Clients Program Manager. To participate with our Clients Program Manager in a weekly telephone call with Head Office Team to review status, issues and concerns. To keep our Clients Head Office designated staff informed by email, fax or telephone, as issues arise. To respond to requests for information from our Clients Program staff. To pursue issues raised by our Clients Program staff with the manufacturer. To review design documents and test data. To participate in meetings and reviews such as Material review Boards MRB, Test Readiness Review TRR, Test Review Board TRB, Delivery Review Board DRB, etc. To prepare reports and presentations as required and as requested by our Clients Program Manager, typically reports for each of the major phases of the project, e.g. Critical Design Review CDR report, Test Readiness Review TRR report, Test Review Board TRB, Delivery Review Board DRB, etc. To advise our Clients program staff of issues which require to be raised with our Clients own Client or with the Ground Segment Contractor. To take part to regular trips to our Clients Client facilities, to review onsite work progress, attend site acceptance testing and monitor the way forward to complete system delivery. To coach and provide regular trainings to our Clients Client onsite representatives. Experience Qualification University diploma in telecommunications or related field A minimum of 5 years of applicable professional experience in the Military User Ground Segment domain Excellent analytical skills, innovative spirit, business mind, result orientation, ability to provide practical conclusions Technical leadership focusing on system design and integrity throughout system lifecycle Excellent internal and external communication skills as well as teamspirit Project management skills Ability to work independently as well as in interdisciplinary teams Conflict management skills in a multicultural and interdisciplinary setup Fluency in English French language knowledge is a definite plus Computer literacy MS Office Effective project and time management Willingness to travel internationally.
