For our activities in Germany, we are looking for a person to provide Information Management Consultancy Support in GEO and LEO Programmes. TASKS Manage programme documentation according to existing working practices andprocedures Contribute to a registry of information items used in the development programmes Contribute to establishing an internal metadata reference for the classification of information items generated in programmes Support updating of InformationDocumentation Management Plans, procedures, and working practices Define and regularly provide IM Metrics and Key Performance Indicators Report on issues in using IM Tools and possible improvements, proposing related requirements and supporting their verification REQUIREMENTS University degree or equivalent in InformationKnowledge Management, or other relevant fields Minimum three years of experience in a technical, archivist, or librarian role Knowledge and understanding of Information Management principles Practical experience in management of technical information and documentation, preferably in an IT or engineering sector, in support to a large set of users Proven experience in draftingreviewing documentationinformation management plans, working practices and procedures Proven experience in applying information, documentation or configuration management processes Proven experience in the use of tools for electronic documentation, information or configuration management, electronic workflow implementing document management processes Proficient knowledge of use of MSOffice, MSAccess, Acrobat and scanning methodology, including experience in managing complex documents structure, related templates, layout and formatting Very good personal communication skills oral and written to be able to effectively interact with users, team members and other teams Highly self motivated with a high level of autonomy in working arrangements and the ability to apply initiative and creativity in the execution of tasks Excellent organisational, interpersonal and communication skills, willingness to learn, able to work as part of a team and displaying a strong customeroriented approach to interact with EUMETSAT personnel. TASKS Taking charge and full responsibility of infrastructure projects assigned to him by the Technical Infrastructure Manager from the infrastructure project portfolio. These projects can be migrations and relocations of existing infrastructure, building new infrastructure for future programmes, additions and enhancements to existing infrastructure elements such as video and workstations, new builds and changes to power and cooling infrastructure, fiber and copper cabling, rack assembly. Project management activity also includes defining the demand for external resources and the management thereof when on site. Conducting communication of technical nature with contractors, suppliers and project stakeholders. Supporting the IME CA Manager in project scheduling. This does not imply budge responsibility for the incumbent. Properly using the Infrastructure productivity tools such as iPatch for cable management the Schneider Electric StruxtureWare DCIM package. Preparing design documents technical notes in EUMETSAT terminology for comple projects that are assigned to or initiated by the GSIIME CA. Preparing design drawings using Visio for the projects mentioned above. Perform handson tasks such as server, workstation, communication and video equipment installation for existing and new operational programmes and moving material out and into the Infrastructure storage areas. Outside peak periods when external resources are not available the Infrastructure Engineer is required to carry out additional hands on tasks such as rack assembly, patch cable installation, assisting in power box installation Perform other tasks as directed by the IME CA Manager. SKILLS The candidate shall have the following educational background and 5 to 10 years overall working experience and 3 to 5 years specific experience in the areas mentioned bellow Bachelor degree in Electrical or Computer Engineering or equivalent. Familiarity with data center infrastructure elements power, cooling, space management, racks, cabling and patching copper and fiber. Familiarity with data center operations procedures access, security, maintenance windows, mission critical processes, etc. Experience in coordinating simple projects 510 resources, project budget order of magnitude up to 20K EUR. Good communications skills with external and internal resources and stakeholders. Business acumen to identify financially viable and sustainable technical solutions. User experience related to some current ERP or workflow management system such as SAP, Oracle, Siebel or Remedy. Proficiency in work procedures related to server, workstation, communication equipment installation as well as rack assembly, electrical installations, cabling, patching and other maintenance activity around control and data centers. The person needs to be a licensed electrician. Experience in a 247, mission critical environment. Majority of EU operators support wholesale roaming caps

(Telecompaper) A majority of mobile operators and MVNOs in the EU think it will not be possible to implement 'roam like at home' pricing under the current wholesale roaming regulations. Only 34 percent of MNOs and no MNVOs that responded to the European Commission's consultation on wholesale roaming said it would be possible to implement RLAH without a change to wholesale regulations. Just over half (53%) of all providers see a need for a change in regulation before the deadline of June 2017 to end all roaming surcharges in the EU. The consultation ended in February attracted responses from a majority of MNOs and independent MVNOs in the EU and Norway, the EC said in a detailed report summarising the comments. There was a clear split in opinions about the competitiveness of the roaming market, with larger operators with more inbound traffic tending to think it works under the current conditions, while smaller operators with more outbound traffic saying wholesale rates are too high to cover costs. A majority of the respondents want to the EU to continue with the wholesale roaming price caps, but operators are dividend on what the new prices should be.
