Our client, based near Frankfurt in Germany, is responsible for establishing and operating weather forecasting and Earth observation satellite programmes with associated data telemetry and dissemination operations. One of their objectives is to contribute to the operational monitoring of the climate and the detection of global climate changes. They are seeking scientific consultancy support to contribute to the development of product processing facilities for one of their programmes ground segment. The consultant will provide support in the area of optical imaging for prototyping activities and support to the generation of product generation specifications, calibrationvalidation plans, test data and performance budgets. The consultants expertise will include optical imaging and strong programming skills. The Consultant shall have the following experience and background University degree in remote sensing, meteorology, oceanography, physics, or equivalent At least three years of experience in the field of remote sensing in one or more of the areas listed above, including involvement in processing of satellite data up to level 1 calibrated geolocated radiances andor level 2 geophysical parameters Very good skills in a highlevel, compiled programming language, such as Fortran, CC, Java Fluency in commandline use on LinuxUnix platforms Skills in writing scientifictechnical documents Familiarity with Microsoft Office Good interpersonal skills in support of team work Desirable experience includes Experience in understanding and specifying requirements Experience with the specification, development and validation of satellite data processing chains Experience with calibration and product validation methods Knowledge in radiative transfer. China mobile operators get state support for towers venture

(Telecompaper) China's three mobile operators announced a final agreement for the structure of their planned towers joint venture. China Mobile, China Unicom and China Telecom will each transfer their tower assets to their joint venture company China Tower, established last year. In exchange they will receive a combination of shares in China Tower and cash. The cash will come from the new China Reform Corp, a state-backed company, which will subscribe to pay cash for shares in China Tower. After the introduction of the new shareholder and subsequent shares issues, China Mobile will own 28.0 percent in China Tower, China Unicom 28.1 percent, China Telecom 27.9 percent and China Reform 6.0 percent. China Tower will operate, manage and maintain the collective towers assets of the three operators, who will lease back access rights for the towers. Subject to a final agreement on the lease terms, the transaction is expected to close by the end of October.

Operational Processors Procurement Support Engineer We are looking to further enhance our team by adding a MTG Operational Processors Procurement Support Engineer You will be based initially for 2 years at our clients headquarters in Darmstadt, Germany. Extension of a further 2 years may be possible. In this large European Agency you will find an excellent and modern working environment with challenging tasks and responsibilities. Your Tasks Include The overarching task of the consultant will be to support the procurement activities for the MTG L0, L1 and L2 data processing facilities, primarily by developing and consolidating the knowledge needed to acquire the mission data processing functionality and by supporting the technical interface to industrial consortia specifically for scientific related aspects. The consultant will support the development, verification validation, onsite delivery, acceptance and warranty of the data processing systems, mainly for scientific aspects of the product processors. In addition, support for ground segment integration and system validation activities may be required. In particular the tasks will include Help procure the processing functionality for L1 and L2 processors of the Sounder instruments IRS and UVN and, to a lesser extend the Imager FCI and LI, throughout the complete procurement lifecycle Follow up the implementations of operational processors support and monitor contractors, organise and participate to progress meetings, formal reviews, technical and interface definition workshops Acquire detailed knowledge on L1 instrument processors algorithms for the Sounder instruments IRS and UVN related to radiometric and spectral calibration, and ensure their correct implementation in the operational software Acquire detailed knowledge on L2 product processors algorithms for the Sounder instruments IRS and UVN related to computation of atmospheric profiling and atmospheric composition, and ensure their correct implementation in the operational software Ensure that a proper knowledge transfer from our Client to industry is properly implemented. Organize and participate to science workshops support engineer and scientists from industrial consortia by providing clarifications of the algorithms specifications as well as engineering andor scientific support as needed, liaise industrial consortia and Clients experts for the resolution of technical and scientific issues Interface with the MTG Science Team for all aspects related to the preparation of algorithms definitions and product generation specifications documents Define, develop and maintain L1 and L2 processing functionality requirements and specifications including the product content and format specifications. Monitor evolution of the requirements and the applicability of their versions to procured items Develop and maintain, as well as support procurement of a test tools and software including reference processor software that implements the functionality defined in the processing specifications b test datasets that reflect the functionality defined in the processing specifications Support the verification and validation, deployment, acceptance and warranty of the operational software, specifically for instrument and product processors Any other tasks deemed appropriate by the technical officer in support of the overall aim of the tasks above. In the performance of these tasks, the consultant shall comply with the applicable rules of the Clients Directory of Instructions DI and Management System, the applicable organizational and divisional management standards, and also with the relevant working practices and procedures as well as the organizational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available at start of the duties. Your Profile In addition to having a University degree or equivalent in a relevant discipline such as computer science, physics, mathematics or remote sensing, the Consultant shall have a minimum of five years experience in software engineering for operational processing of satellite or meteorological data. Knowledge and experience of the following is mandatory Specification, development, and testing of product processors for earth observation platforms Testing, Verification and Validation of data processing systems andor product processors L1 or L2 for satellite data or other meteorological data Development and testing of operational software in UNIX environments. Practical knowledge of as many as possible of the following will be an advantage Radiometric and spectral calibration, use of radiative transfer models, development of complex scientific software for the processing of large amount of data Processes, phases and documentation related to procurement of operational data processing systems in the field of Earth Observations Specification and maintenance of product processors requirements, use of related tools e.g. IBM DOORs Rapid algorithm prototyping and test data generation Configuration Control in an operational environment Formalized Software Testing Global standards for data, g. NetCDF4 or HDF5 and CCSDS standards for data format representation ECSS standards The ability to perform under high workloads A high degree of autonomy and good analytical skills Very good communication, presentation and listening skills The official languages are English and French.
