Responsibilities Determine operational feasibility by performing analysis, creating problem statements, requirements definition, solution development, and critical reviews Design and write software that addresses complex requirements, perform associated software unit testing and software integration Propose and develop enhancements and requirements for new and existing applications Execute performance engineering and optimization, proof of concept testing, deployment planning and acceptance testing Configure, deploy and maintain workstations and servers at each of the geographically diverse operation centers Communicate progress and problems to management, estimate and lead project work schedules and anticipating and avoiding problems. This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESOC, Darmstadt Germany, with a resident assignment to ECSAT, Harwell UK. DUTIES The postholder will report to the Head of the Ground Segment Engineering Support Office and will initially provide support to the Directorate of Telecommunications Integrated Applications DTIA in preparing and managing ARTES Advanced Research in Telecommunications Systems application activities. This will include evaluating application proposals and coordinating consultancy from other HSO experts managing applications contracts and reporting participating in reviews of application activities assisting analysis of the costbenefit and business case for integrated solutions supporting applications outreach events supporting the Head of Office in formulating and implementing the Office objectives and strategy, in particular for increasing collaboration in the area of ground segment engineering within ESA and with third parties. The incumbent will also provide functional support to ESA projects in the area of ground segment engineering. This involves defining the highlevel architecture of ground segment, data or service centres and associated systems specifying requirements at system and subsystem level specifying the internal and external interfaces in agreement with the relevant parties contributing to drafting and managing the relevant industrial contracts deploying, integrating and validating the ground segment, data or service centres at system and subsystem level contributing to establishing standards in the area of ground systems engineering and in specific areas relevant to the projects receiving the support promoting and participating in RT activities in the general area of system engineering and in specific areas relevant to the projects receiving the support. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering. At least five years of relevant professional experience is required. They should have knowledge and experience of modern engineering technologies, methodologies and tools. Knowledge of Service Oriented Architecture SOA and Systems of Systems SoS frameworks would be an asset. They should also demonstrate knowledge of satellite communications, satellite navigation and satellitebased Earth observation. The ability to understand and respond to user needs is important for this post. Knowledge of business planning and business case evaluation is desirable. The postholder will be required to work in a diverse and international environment liaising with engineers in and outside the Department. Excellent team spirit, communication and relationshipmanagement skills are therefore required, together with a proactive attitude to problemsolving and the ability to deliver solutions in line with agreed objectives. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language.
