Job Description On behalf of the European Space Agency ESA, we are looking for a Multidisciplinary Project Coordinator Engineer for their location in Harwell, United Kingdom, to join their ECSAT Estates and Facilities Management Service for a period of 6 months. The role covers the provision of electrical, mechanical, civil and maintenance engineering support to the ECSAT Site Manager. It relates to management support of an outsourced performancebased FM hard services contract covering the maintenance and operation of the ECSAT site, as well as support to small projects in the civil, mechanical and electrical domains. Please note, the successful candidate will be employed by ATG Europe and not by ESA. The successful candidate will be tasked with, but not limited to Tasks and Responsibilities Supervision, review and quality control of the annual preventive maintenance plan as prepared and performed by the outsourced Maintenance Company operation on site Supervision and quality control of the preventive and corrective maintenance activities performed by contractor companies on site, and assessing the quality of the performed works against the agreed quality levels Provision of support for the project management related to the Facilities Management domain Preparation of the technical description of the work to be performed Launching the procurement process via tender or purchase in collaboration with the procurementcontract team in ESA Support to the bid evaluation and negotiation Technical, Financial and timeline monitoring of the implementation phase Active support to the investigation and analysis of technical failures, identification of corresponding technical solutions and participation to the quality control of the implemented remedial actions Support to rollout of the ECSAT CIFM database and upkeep of the data Adhoc support to ECSAT Site Manager. Requirements Masters degree or equivalent qualification in Architecture, Civil Engineering or in Mechanical Facilities Engineering or in Electrical Engineering with a minimum of 4 years of relevant work experience At least 2 years of experience in building infrastructure and facility management Good knowledge of the applicable norms and legislation in the UK Sound analytical skills Strong interpersonal and organizational skills, team spirit, with a real capability and willingness to learn and work in an international environment An excellent command of the English language is required, as well as good knowledge of MS Office software applications Excel, Word, Powerpoint, MS Project and Lotus Notes Ability to work with the CIFM based on Archibus software is considered an asset Experience of ESA tender rules and procedures is considered an asset. Overview Under the direct authority of the Head of the ESTEC Facility ManagementFM Infrastructure Section, the post holder shall be responsible for thecoordination of FM general purpose infrastructure projects, including thefollowing activities Preparation of programme of requirements for the initiation of projects, of project initiation documents and project plans including forecast aboutbudget and manpower resource needs, of statements of works and technical description, of feasibility studies and business cases, and the request and delivery of the necessary permits. Preparation and active support to the ESA Technical Officer in theprocurement of general purpose infrastructure activities including the preparation of tender documents including technical specifications, the participation in tender evaluation boards, the review of tender offers, the negotiation and selection of contractors for the execution of the activities. Reviewing conceptual studies, technical experts inputs andor engineering studies e.g. concept designs, preliminary designs, technicalnotes, related to general purpose infrastructure projects or related to the execution of preventive and corrective maintenance activities which are outsourced to an external company. Ensuring the proper coordination and execution of general purpose infrastructure project activities by outsourced contractors, including the monitoring of all related activities, the compliance to the applicable norms and legislations, the compliance to the project requirements and schedule, the organisation and reporting of project reviews, the control of the performance of the contractors, the maintenance of a project library and documentation, the follow upcoordination of changes to the project scope, and the review of payments. Coordinating the commissioning and acceptance of the works upon project delivery, preparing the closeout of the projects, including the follow up of eventual nonconformance items, preparing acceptance certificates, reviewing and archiving asbuilt documentation. The post holder could be led to temporarily take over the coordination of activities of another project coordinator, during hisher absence. The post holder shall therefore be capable to understand and follow the activities carried out by the pool of project coordinators within the section. Specific qualification requirements Master level degree or equivalent qualification in Architecture, Civil Engineering or in Mechanical Facilities Engineering or in Electrical Engineering. A substantial experience minimum 5 years and a proven capability in building construction andor building maintenance or in the coordination of Facility Management projects. Sound analytical skills e.g. be able to analyse any technical issue or infrastructure installation and create a clear and detailed technical report for root cause analysis, improvement or repair. As much handon technical as procedure thinking skills. Ability to work autonomously as well as with a team. Agood planning and organisational skills, team spirit and ability to work in an international environment. An experience of ESA tender rules procedures and of international procurement methodology would be an asset. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with aworking knowledge of the other language.Knowledge of Dutch is an asset for the position.
