On behalf of the European Space Agency, we are looking for a highly skilled Space Transportation PASQMS Engineering Support Service to work in ESA HQ, in France. SCOPE Support the ESA PA Safety Manager for designated projects in conducting, monitoring assessing the implementation of the PA Safety Programme. This includes support to any or all of the following activities Establishing the PAS requirements baseline for all elements of the project, in compliance with the ESA general Product Assurance and Safety policy Produce and implement plans, define inputs, outputs, participants, responsibilities, interfaces, coordinate efforts of participants, and produce resulting consolidated inputs. Reviewing contractors plans, specifications and effort proposed for the execution of the project PAS programme Produce reports of review activities performed e.g. documents reviewed, checklists used, spot check performed and conclusionsrecommendations. Monitoring project PA status identify relevant PA issues, including NCR SPR Waivers Problems Critical Items and systematically tracking all items. Produce monthly reports of monitoring activities performed e.g. inspections, checks, visits, reviews, including conclusions and recommendations. Assessing the implementation of PAS requirements by contractors, participating in design and safety reviews and directing the necessary preventive or corrective actions Produce monthly reports with assessment activities performed e.g. documents reviewed, checklists used, spot check performed, contribution to design and safety reviews, and activities related to preventivecorrective action. Participating in the Boards established within the project for the disposition of Nonconformances Failure Reviews, Test Reviews, etc. Produce reports of participation to boards, indicating the contribution made to these boards e.g. review of agendas, participants, minutes of meeting, action follow up, closeout. Guiding and monitoring the application and procurement of EEE parts, materials and processes and controlling implementation of applicable requirements Produce reports on guidance provided, monitoring activities performed and status of compliance to applicable requirements. Monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections Produce report on activities performed with conclusion and recommendations. Defining the formal acceptance requirements and conducting the Acceptance Reviews of all contractual deliverable items Produce and implement plans for the preparation of the formal acceptance requirements, defining steps, inputs, outputs, participants, responsibilities, interfaces, and coordinating efforts of participants to produce resulting consolidated inputs to project documents. Produce also reports on the activities performed for conduction of Acceptance Reviews. Supporting the organisation management of the support from all PA disciplines Controlling NCR Waivers Problems Critical Items. Produce meeting agendas, check that all inputs are available for the NRB or CCB, check that all needed participants are involved, produce NRB or CCB minutes of meeting, followup on actions identified, ensure proper nonconformancewavierproblemcritical item closeout. Produce also reports on control activities performed. PA for the verification, qualification, acceptance delivery activities. Participating in progress meetings and CCB meetings. Produce inputs to the meeting and whenever requested, produce meeting agendas, check that all inputs are available, check that all needed participants are involved, produce minutes of meeting, followup on actions identified, ensure proper closeout. Participating in all project reviews, including safety reviews. Produce reports on all review activities performed e.g. documents reviewed, checklists used, spot check performed, conclusions and recommendations. Reporting project PA status deviations from plan schedule of all of above. SPECIFIC TASKS In addition to the above overview, this service includes the support for the preparation of changes to PAS standards, preparation of new PAS standards, preparation and delivery of training material, participating in the induction of new personnel, as well as advising on matters of future PAS developments and strategy. LAU QMS support activities Report directly to the Head of the Launchers Quality Management Office LAUSQ in the Policy, Plans and Quality Management Department LAUS of the Directorate of Launcher. The responsibilities and duties include The improvement and maintenance of the Directorate Quality Management System, in particular implementing maintaining the LAU QMS in close coordination with LAU Line Management, ProjectProgrammes Managers and Product Assurance Managers PAMs, proposing, assessing and reviewing the LAU management and product realisation processes and deploying the QMS elements in consistency with Launchers Terminology and Management Specifications applicable to contracts managed by the directorate and those referred in the ESAArianespace Exploitation Agreement and in compliance with the ISO 9001 standard facilitating and coordinating the implementation of agreed process changes and new process elements supporting actively the establishment and maintenance of the required documented procedures training the LAU workforce including national agencies staffs integrated in LAU teams on the use benefits of LAU QMS supporting the establishment of process performance measures related targets planning implementing the Internal Quality Audit activity Consolidating, collating comprehensively analysing reporting QMS performance data, including nonconformances, audit results, improvement progress acting as the secretary of the LAU QMS Improvement Forum. the maintenance of the certification of the LAU QMS to the standard ISO 9001 organising the certification audits renewals supporting the establishment of corrective action plans. support to the Head of the Launchers Quality Management Office, in coordination with the LAU Product Assurance Managers as Directorates interface with the Product Assurance Safety Department and with DGA for ensuring that the Directorates internal quality Management requirements remain compatible with the Agency internal quality management requirements acting as gatekeeper of the Directorates IT tools related to the LAU QMS, according to the Directorates access policy. Weekly and Monthly written reporting PA officer for new Launchers Development Ariane 6 Support for designated projects in conducting, monitoring assessing the implementation of the PA Safety Programme for A6 Launcher System and P120C. Main tasks The main tasks will be the following Acting as book captain of the Ariane 6 Launcher System risk analysis animates the process for risk analysis interacting with project engineers, organising ad hoc meetings, issuing relevant documentation, expressing needs for specific tool development for risk management, etc . Monitoring the contractors PAS programme in order to assess their performanceeffectiveness and proposing the necessary preventive or corrective actions, Analysing of Industrialcontractors Management, Risk opportunity, Product, Quality and RAMS Assurance, configuration plans in order to recommend an agreement to Projectprogrammes Managers, Verifying the correct application of industrial Quality Assurance plans, Supporting for project reviews preparation and Participating to reviews, as requested, Participating to PA and project progress meetings, organizing industrial quality meetings as requested, Proposing industrial audits, defining objectives, Attending to selected mandatory inspection points MIP as MRR and acceptance reviews. attendance of TRRs, level 0 PTR as a review memberchairman as requestedwhen relevant, as well as test campaignexecution surveillance.
