FAA proposes a $173,100 civil penalty against Eaton Corporation Aerospace Operations of Irvine, CA, for allegedly violating drug and alcohol testing regulations. FAA alleges that Eaton, which operates aircraft repair stations, failed to include 6 employees who performed safety-sensitive work in random drug and alcohol testing pools. FAA also alleges Eaton failed to conduct pre-employment drug tests before transferring 2 employees into safety-sensitive positions.

FAA, in partnership with National Air Traffic Controllers Association, began safety reporting program called the Safety Review Process. Open to all bargaining-unit employees, 18-month pilot program allows FAA employees who work in the Aircraft Certification Service to elevate safety concerns without fear of retaliation. SRP fosters voluntary, cooperative, non-punitive environment for open reporting by more than 700 AIR employees represented by NATCA.
