For our activities in the European Space Agency, we are currently seeking to employ a highly motivated and enthusiastic Training Officer to work in an exciting innovative international environment The role will be part of a newly established Network Operations Centre NOC tasked with coordinating, configuring and monitoring activities related to the ESA ground segment, specifically the Telemetry, Tracking and Command TTC stations of the ESTRACK ground station network. The NOC is responsible for providing 1st and 2nd line support to the ESA space missions and its users. The primary responsibilities of this role will be Train Engineers and Operators in the relevant procedures to enable them to Configure and monitor station configurations for satellite passes as well as data transmissions and performance Provide 1st line computer and network support to all eligible users including incident, problem, change request and user requestcomplaints handling Supervise and coordinate scheduled support activities Operation, fault finding and repair on the network and on active network components CISCO using Ethernet and TCPIP protocols and by logging oncommanding active network components. Support of LEOP launch and early orbit activities Develop training material and deliver courses Administer, maintain and develop the certification process to maintain and document continuous proficiency of the service teams Develop, introduce and maintain new operational procedures and documentation Support the management of the operational services Develop and coordinate onthejob training programmes for the teams Mange and coordinate external training. Ideal candidate Applicants require a University or similar degree in engineering, physics or similar applicable discipline. You will require good professional experience in endtoend ground station systems required for spacecraft operations, antenna, RF frontend equipment, backend TTC systems, communication equipment, MC systems, station general support systems and preferably also in the area of space to ground communications and RF. Specific Requirements You will possess the following qualities Solid experience in endtoend ground station systems for spacecraft operations Familiarity with operational environments Fluent in English, both in speech and writing Selfstarter, able to work independently with little or no supervision Proactive and confident personality with good persuasive skills Teamplayer, able to interface with technical and management personnel Wellorganised, able to prioritise and manage several tasks in parallel Able to work on shifts occasionally Solid IT knowledge, including Linux, networking concepts and common tools and software applications Service mentality and solid understanding of a KPI driven service environment Able to write and present documentation, procedures and training materialpresentations Sound experience and knowledge of training methodologies and supervision of team members PC literacy MS Office Products, Lotus Notes, ITSM tools. The key person will coordinate all training needs, including initial familiarisation training as well as ongoing continuity training, for all levels within the operations preparation and operations teams controllers, analysts, engineers and operations management. The role comprises a range of tasks including the assessment of training needs for all team roles, definition of a training policy and associated plans to cover these needs, implementation of training and assessment of the efficacy of training provided. Continuous review of the training policy and its implementation will be performed by the key person in order to ensure the operations teams are at optimal operations readiness, and that the training needs of future programs or resulting from ongoing OPS projects are satisfactorily addressed. The tasks of the key person will typically include In coordination with the System Operations Manager and OPS QA, maintain the Operations Department Training Policy to be used as a guide in the definition, implementation and subsequent assessment of training. This should address the initial training of new team members, preparatory training of the existing team required to address ongoing OPS projects and new operational programs, and continuity training of the existing team to ensure optimal proficiency, as well as specific training for system evolutions In cooperation with the various team leaders across EUMETSATs operational programs, maintain the definition of the specific training requirements for the various team roles and across the various program operations teams In cooperation with the programme development teams and contractor companies for new programmes, develop and implement a Training Plan to ensure operations readiness at the end of the operations preparation phase, including definition of training requirements, and review of provided materials Assess the training needs for individual team members based on their roles and the associated training requirements Define and maintain Training Plans to address the needs of various team members in areas both programspecific and crossprogram. Requirements In addition to having a university degree or equivalent in a relevant technical discipline, the Key person shall have the following mandatory attributes At least three years of experience in the preparation and implementation of training activities for large groups. Experience in the design, preparation and implementation of a Training Plan for operations personnel. Experience of spacecraft and their control systems, mission ground segments, and their 247 operations Experience of Operation Preparation and procurement phases for new programmes. Furthermore, it would be a distinct advantage for the Consultant to have several years of experience with the following Microsoft Office Suite 247 satellite operations environments Training tools and techniques, including remote training Intranet and Extranet technology. A relevant trainingrelated qualification would be advantageous. The key person shall have excellent communications skills, to allow the effective communication of information under a variety of circumstances.
