Copernicus System Operations Engineer

RHEA is currently recruiting a Copernicus System Operations Engineer to support to the development and operation of the Copernicus Sentinel3 Ground Segment, as well as its evolution at our clients premises in Darmstadt, Germany. Tasks and Activities The scope of work will include System operations in a realtime operations environment Endtoend operations monitoring Operations procedure definition updates Communications systems operations Security operations Infrastructure operations and evolution Ensuring Business Continuity Multimission operations, including mass storage and archiving System Evolutions. Definition and maintenance of system operations procedures, including System and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison and coordination with the ground segment FOS and PDGS operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes, etc. Production and maintenance of operations documentation Joint Operations Rules and Procedures, Operations Interface Control Documents etc. Interface and coordination with the systems maintenance teams and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes Provision of support to operational ground segment analyses Provision of standbyoncall support as system operations engineer, on an as needed basis. This will be coordinated through the normal oncall process Provision of support, as required, to critical operations Processing and coordination of system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in technical meetings, formal reviews, and scheduling and planning meetings Processing and coordination of system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards Support to, and participation in, the functional verification and operational validation of system upgrades and evolutions, both standalone and in the context of the overall Sentinel3 ground segment Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations Team. Skills and Experience The following skills and experience are mandatory University degree or equivalent in a relevant discipline At least 5 years of experience of spacecraft and related ground segment operations Experience of Ground Segment System Operations to support Low Earth Orbit LEO, 3Axis Stabilised Spacecraft during operation preparation, LEOP, commissioning and routine operations phases Development and maintenance of complex operational ground systems, preferably for Earth Observation spacecraft System and Interfaces Engineering AIT experience for the development of major upgrades new ground systems in a high availability 247 operational environment Satellite monitoring and control systems and nearrealtime data processing, dissemination and archive systems Operational Monitoring of near real time data flows in large computer networks Full development cycle of large systems, from the definition of requirements to system design and operations Definition and management of operational interfaces within the ground segment and with external entities Investigation into anomalies, their documentation, classification and correctionmitigation, participation in Anomaly Review Boards and, where applicable, Operations Incident investigation and review activities Familiarity with the ECSS standards Experience with development and validation of operational ground segment and associated operations procedures for nominal and contingency recovery cases Familiarity with procedure Change control and configuration management of ground segment operational systems. The following skills would be highly desirable Definition, management and traceability of complex requirements structure experience in the use of tools e.g. DOORS Definition of operations interfaces and processes with external partners Development of system analysis, reporting and monitoring tools Space Ground Interface definition Ground Stations operation and maintenance Experience with modern satellite MC systems e.g. SCOS2K control system Experience of development, maintenance and operation of medium to large size applications Experience and proven application of development using Java, Perl, Oracle, operating system scripting languages, and XML technologies Experience of modern system architectures in the area of realtime data services and file based data delivery Communications protocols e.g. TCPIP, MBSS Consultative Committee for Space Data Systems CCSDS and SAFE product formats Altimetry imaging andor sounding instrumentation for Earth Observation spacecraft Experience in development of analysis and reporting tools. Summary of the role The Consultant will provide engineering support to the MTG system engineering team in the frame of the MTG Programme. The Consultant will support system activities related to initially Phase CD followed by phase E of the MTG Programme covering the engineering the approach and means for MTG System performance analysis in support of verification, validation and commissioning activities. Key Responsibilities Support the process to elucidate the needs for engineering tools to support offline analysis of the MTG system outputs, through interactions with the scientific, instrument, operations and testing user communities, including analysis of challenging or unclear technical aspects Support the translation of scientific and other needs into tool specification and design information, and the regular refinement and maintenance of the engineering tools baseline, including up keeping of the corresponding Engineering Tool Register ETR Support the planning and scheduling of the engineering tool development and testing activities taking into account the user needs milestones Support the development programming and testing of the engineering tools, including their integration within the targeted offline framework also handling of problem reports, improvement requests and deliveries following the relevant MTG processes. Support the promotion and induction of the engineering tools into the ETR user community training, handson sessions Contribute to the coordination with the using communities and to the reporting on the engineering toolset status Contribution to the maintenance of the technical budgets. Participation in formal reviews and technical meetings. In addition, there will be regular involvement in the following tasks requiring interaction and coordination with other teams at System and Ground Segment level Review of System, Space Segment and Ground Segment documentation dealing with requirements, concepts, algorithms and technical analyses of relevance for engineering tools, including review of analysis and calibration concepts defined by these groups Review of documentation dealing with technical evolutions of the EUMETSAT infrastructure MME MultiMission Elements, particularly the offline framework. Preparation of system commissioning Requirements In addition to having a University degree or equivalent, including experience in the engineering, physics, or software or similar domains the key person shall have the following mandatory attributes, skills, and experience Relevant experience in preparation of specification, design, interfaces and testing documentation for data analysis systems experience of Earth Observation missions is desirable but is not mandatory considering the systems engineering aspects of data analysis management and tools provision Relevant experience in implementation of analysis software script against specification design baselines. Integration, Verification Validation, including testing and formal acceptance The ability to maintain a system overview is essential. This ability shall be exercised within a multidisciplinary context in cooperation with other teams, e.g. covering several different data processing levels and instruments Ability to learn and develop the needed skills and knowledge to contribute to the development of MTG. This includes the ability to rapidly absorb, and make use of, information presented in written and oral communications in a dynamic context Systematic approach to work, including the ability to plan the work and to cope with tight schedules and multiple tasks Ability to write accurate and consistent technical documentation. The working language for the position is English and therefore the person must be able to work effectively in this language. Furthermore, it would be a distinct advantage for the Key person to have experience with some of the following Knowledge of programming languages or tools for data analysis e.g. Python, MatLab Relevant experience with data analysis for Earth Observation missions Level 0 raw data, Level 1 geolocated instrument science data or Level 2 physical information, either related to specification and development or to operations and maintenance Experience with generation and use of well formatted files e.g. netCDF format, binary format Knowledge of task relevant ECSS and CCSDS standards..
